Research On The Current Situation Of Load Reduction At Grassroots Level And Gracking Path

The issue of reducing the burden at the grassroots level has been a topic of concern for grassroots governance in recent years,especially since the Party Central Committee has designated 2019 as the "Year of Reducing Burdens at the Grassroots Level",which has brought the urgency and importance of reducing burdens at the grassroots level to an unprecedented level.Under the strategic plan of the Party Central Committee,the work of reducing the burden at the grassroots level has achieved some success.However,through research,it has been found that the problem of grassroots burden has not been properly solved,and in some places,the phenomenon of "more and more burden reduction" has even emerged.Therefore,it is necessary to analyse the problems of grassroots burden reduction.Based on the theoretical and practical bases of grassroots burden reduction,this paper analyses the causes of the current situation of grassroots burden reduction in China,and further proposes a research on the path to crack the problem of grassroots burden reduction.This paper follows the idea of defining the concept-analysing the current situation-finding the causes-and cracking the path.In addition to the introduction,this paper contains four parts to discuss the current situation of grassroots burden reduction and its cracking path research.The first part is an overview of grassroots burden reduction.The concept of grassroots government and grassroots cadres is firstly explained,and the scope and object of the study of burden reduction is determined.On this basis,the theme of this paper,grassroots burden reduction,is defined,the theoretical basis of grassroots burden reduction is pointed out,and the practical basis of grassroots burden reduction is further analysed.The second part elaborates on the implementation of policies to reduce the burden at the grassroots level.Through the use of data from national authorities and surveys conducted by authoritative scholars,the current situation of burden reduction at the grassroots level is analysed,and it is found that the effect of reducing the burden at the grassroots level is remarkable.However,at the same time,the implementation of load reduction in some areas has been alienated,and the burden on the grassroots is still heavy,and the phenomenon of "more and more load reduction" has even emerged.The third part addresses the problems that have arisen at the grassroots level in some regions and explains the reasons for the problems at the grassroots level.The reasons for the problems are analysed in depth in terms of the personal factors of grassroots cadres,the organisational factors of power and responsibility setting,the institutional factors of incentives and constraints,and the management factors of leading from above.Based on the problems and causes analysed,the fourth part proposes a path to crack the difficult problem of reducing the burden of the grassroots.To improve ideological awareness: to lead the grassroots to establish the value of truthfulness and pragmatism;to set up consistent authority and responsibility: to empower the grassroots with reforms to reduce the dumping of pots;to strengthen institutional safeguards: to build a long-term mechanism conducive to reducing the burden of the grassroots;and to adhere to the people-oriented approach: to reduce the burden,the role of the "key minority" should be brought into play.In short,the grassroots in a certain period of time will still face a relatively heavy burden,reduce the burden is still ongoing,but this does not mean that the road to reduce the burden is not feasible,to continue to rectify the outstanding problems of grass-roots formalism for the grassroots to reduce the burden,must be explored from the root causes of factors,to seize the grassroots to reduce the specific causes of the problem,multi-measures to crack the problem of reducing the burden of the grassroots.
