Research On The Problems And Countermeasures Of County-level Deliberative And Coordinating Bodies Under The Burden Reduction At The Grass-roots Level

In recent years,the Central Committee of the Communist Party of China(CPC)has continued to promote burden reduction at the grass-roots level.In March 2019,the General Office of the Communist Party of China issued the notice on solving the outstanding problems of formalism and reducing the burden at the grassroots level,which designated 2019 as the “Year of reducing the burden at the grassroots level”and proposed corresponding measures.The notice have raised the urgency and importance of reducing the burden on the grassroots to an unprecedented level.After this,the state issued a series of policies,more shows that our country attaches great importance to the work of reducing the burden at the grass-roots level.The County-level deliberative and coordinating bodies are inter-departmental organizations and coordination organs established by county-level Party committees and governments when dealing with special and temporary tasks,which play a great role in tasks and problems that can not be solved independently by formal sequential organs.However,as the deliberative and coordinating body has always been outside the management system of the relevant state institutions,it has become an important source of burden at the grass-roots level.Therefore,it is of great significance to probe into the non-standard problems of the county-level deliberative and coordinating body for improving the efficiency of the deliberative and coordinating body and solving the dilemma of overburdened grass-roots.Based on this,this paper,taking H county in Shaanxi Province as an example,using the method of interview and investigation and grounded theory,explores the non-standard problems existing in H county’s deliberative and coordinating bodies under the background of grass-roots burden reduction,and puts forward some countermeasures and suggestions.First of all,based on the relevant documents of H County Party Committee,county government and deliberative and coordinating bodies,this paper expounds the general situation and basic characteristics of H county deliberative and coordinating bodies in Shaanxi Province,and analyzes the grass-roots burden caused by H county’s deliberative and coordinating bodies,based on the grounded theory and using NVivo12 to extract the original data words and three-level codes from the interviews collected,and to trace back to the root of H county’s deliberative and coordinating bodies which caused the grass-roots burden,a theoretical model of the problems existing in H county’s deliberative and coordinating bodies were constructed,and interpret the results of the root analysis.Finally,according to the analysis results,some feasible suggestions are put forward to solve the problems of the county-level deliberative and coordinating body and reduce the burden on the grass-roots.The results show that:(1)H county has many types of deliberative and coordinating bodies,high status and many part-time leaders,a wide range of member units,and a stable organizational structure and working mechanism,and caused unnecessary,should not,can not bear the burden of the grass-roots problem.(2)Through root analysis,it is found that the H County deliberative and coordinating bodies have some problems,such as gross expansion,non-standard operation,unbalanced tasks and resources,imperfect supervision mechanism.Therefore,it is suggested that we should control the scale and quantity of the organization,improve the quality of the organization,strengthen the guarantee of resources,build and improve the regulatory mechanism to promote the efficiency of county-level deliberative and coordinating bodies.
