Research On The Effectiveness And Problems Of The Policy Of Reducing The Burden Of Grassroots Government

In 2019,the general office of the CPC Central Committee issued the notice on solving the prominent problems of formalism and reducing the burden at the grass-roots level,which clearly identified 2019 as the "the year to alleviate burdens on primary-level authorities",aiming to achieve efficiency at the grass-roots level by reducing the burden,so that they can pay more attention to serve people better.The CPC Central Committee attaches great importance to these formalism problems.President Xi Jinping requested that it is necessary to reduce the burden on grass-roots cadres.Township government is the most grass-roots administrative organ in China.It is the hub for the party and the government to contact the people directly.Township cadres are the executors of the party to implement the party’s principles and policies.There are many formalist problems such as "meeting the sea with literary mountains","leaving traces excessively" and "frequent inspection" have consumed a lot of time and energy of township cadres.It makes township cadres tired,affects the policy work of township and hinders the development of township undertakings.Aiming at the formalism problem has plagued the grass-roots level for a long time,President Xi Jinping proposed to reduce the burden on the grass-roots level effectively,so that they have more time and energy to do practical things.However,we need to further explore the implementation of the burden reduction policy and the actual results.Through the research methods of second-hand data analysis,semi-structured interview and participatory observation,under the background of grass-roots burden reduction policy,the author deeply studies and discusses the burden of grass-roots workers in R Town of H City.R town combined with the local reality,it has actively carried out Township burden reduction since 2019 and achieved certain results,but there are still some problems.With the research and analysis of the current situation of cadres’ work in R Town,the author aims to find the reasons why they carry out their work very difficulty.Combined with the actual needs of township cadres,this paper puts forward feasible countermeasures.
