We Will Earnestly Promote The Study Of Ways To Reduce Burdens At The Grass-roots Level

At the grassroots level,formalism and bureaucracy prevail and the burden on the grassroots is too heavy.The heavy burden of grassroots seriously hinders the effective development of grassroots work and the improvement of grassroots governance level,and discourages the enthusiasm of grassroots cadres and officials to start their own businesses.The General Office of the CPC Central Committee has issued a circular on reducing Burdens at the grassroots Level to address prominent problems of Formalism,which specifically identifies 2019 as the "year for reducing burdens at the grassroots level." The "year of reducing burden at the grassroots level" expresses the central government’s close attention to the grassroots,which is supported and expected by the majority of grassroots cadres.The reduction of burden at the grassroots level is conducive to the grassroots leaders to get rid of the cultural mountains and the sea,and devote more time and energy to building the grassroots and serving the people.It is conducive for grassroots cadres to work on issues of public concern and serve the masses well.So as to fundamentally promote the work of reducing burden at the grass-roots level to achieve practical results.There are still problems in the concrete practice of "Notice" at the grass-roots level.This paper summarizes the existing research literature on reducing the burden at the grass-roots level in China.On the basis of previous studies,this paper adopts literature analysis method,case analysis method and other methods to analyze and study the work undertaken by Fengshan Town,Xiaochang County.First of all,through the xiaochang County Fengshan town pressure adults less money and the current situation of combing;Secondly,it analyzes the causes of the heavy burden of the grass-roots units from three aspects of human and financial resources.Finally,this paper puts forward some countermeasures for reducing the burden of grassroots from several aspects,such as rationalizing the relationship between the government,deepening the reform of government "strengthening regulation and service",perfecting and innovating the grassroots governance system,detailing the responsibilities of functional departments and scientifically using performance appraisal.
