| In this day and age,the responsibilities of the township-level government to manage and serve the masses are increasingly heavier,but the human and material resources at the grass-roots level are limited after all.In addition to the existence of formalism and bureaucracy,the township work has been caught in the countless meetings and documents,evaluation and inspection,materials and statements,and the workload is getting heavier and heavier.In recent years,the CPC Central Committee with Comrade Xi Jinping at its core has attached great importance to the basic role of grassroots burden reduction in the modernization of the national governance system and governance capacity.For four consecutive years,it has issued relevant guidance documents to address formalism and reduce the burden on the grassroots level,and has continuously deepened and expanded the work of reducing the burden.From a series of central policy documents,it can be seen that the proliferation of supervision is one of the main sources of overburdening the grassroots government.Regulating the conduct of supervision is also an important measure to reduce the burden on the grass-roots level.Compared with the supervision activities carried out by the superiors,the objects of the county-level supervision activities are all at the grassroots level,and the field supervision is more frequent.In the context of comprehensively promoting the modernization of the country’s governance capacity and governance system,how to promote the effective implementation of the grass-roots burden reduction policy by reforming the supervision mechanism has become a major issue faced by the county-level supervision work.In order to discuss and analyze the situation of county-level supervision to reduce the burden of grass-roots government,select F county supervision institutions and township staff as the investigation objects,focus on the implementation effect of supervision and promote grass-roots burden reduction in townships,conduct in-depth interviews with the investigation objects,and at the same time in daily work.Observing and recording the work status and work content of the survey respondents.The study found that in practice,there are "obstructions" such as simple and mechanical inspection methods,unchecked inspections in t u r n s,v a r i a t i o n t e n d e n c y i n i n s p e c t i o n s,a n d o v e r-e m p h a s i s o n trace management,which greatly reduces the effect of reducing the burden ofgrass-roots governments.After in-depth interviews and reading materials,by using relevant policy implementation theories to trace the source,based on the overall situation of county-level government supervision across the country,starting from the aspects of ideological understanding,team building,management system,and system construction,the county level is analyzed.Supervise the causes of the poor effect of reducing the burden of grassroots governments.Finally,it puts forward effective ways to improve the county-level supervision and reduce the burden on the grass-roots government,namely: innovating the supervision method,strengthening the construction of the supervision team,building a coordinated and efficient supervision system,improving the supporting mechanism in the field of grass-roots supervision and Strengthen the construction of ideological style.The purpose of this research is to discuss the current status of the implementation of the burden reduction at the grass-roots level through the supervision of F County,and from the perspective of county-level supervision,to put forward feasible countermeasures for the township staff to truly feel the effectiveness of the burden reduction,so as to inspire grassroots township cadres to start their own businesses.to promote the more efficient operation of grass-roots township governments,and to help improve and standardize relevant mechanisms for county-level supervision in the context of burden reduction. |
