In the process of promoting the modernization of national governance system and governance capacity,the grass roots play an important role.The general requirements of "improving the social governance system of Party committee leadership,government responsibility,social coordination,public participation and legal protection" not only points out the direction for the strengthening and innovation of social governance,but also puts forward higher requirements for grass roots governance in the new era.Although grass-roots organizations have always been valued by the party and the state,there are still endless problems in grass roots governance,one of which is the heavy burden of grass-roots organizations.With the increasing burden of the grass roots,formalism has been growing,which has seriously affected the innovation vitality and work style of the grass roots.Therefore,reducing the burden of grass roots has been put on the agenda of the government.The key to effectively reduce the burden for the grass roots is to find out the causes behind the burden at the grass roots level,then how do the burdens in grass roots level come into being?Based on the research data of R Subdistrict Office in N county and combined with the theory of bureaucracy,this paper applies methods of participant observation and documents researching,deeply discusses the generation logic of grass roots burden from the perspective of organizational hierarchy and answers the following key questions theoretically and empirically: what is the current situation of grass roots burden in China,and what are the specific aspects? how do these burdens come into being? What is the logic behind them? The research shows,at present,the grass-roots burden is embodied in the following three aspects: the serious phenomenon of overfull files and conferences,the numerous times of the evaluation and inspection,and the outstanding problems of responsibility creasing downward.Moreover,the grass-roots burden has had a negative effect on the grass-roots work.The reasons are nonstandardized organization,unordered work and mismatching relationship between power and responsibility.Nonstandardized organization includes non-specialization of labor division,information asymmetry in goal setting and unreasonable personnel management paradigm;Unordered work includes imbalance between department and block relationship,multiple supervision and assessment and difficult organizational incentive;Mismatching relationship between power and responsibility includes mismatch of power,responsibility and benefit,competition driven by tournament,and overful personalized decisions.Based on these,we should start from improving the organizational standards,optimizing the work order,clarifying the relationship between rights and responsibilities,so as to effectively reduce the burden for the grass roots,stimulate the innovation and development vitality of the grass roots and improve efficiency of work.Finally,the paper points out that the burden of grass-roots organizations is the inevitable result of the bureaucratization of government organizations and the difference between the bureaucratization of organizations and the existing theories such as tournament and pressure system,emphasizing the deeper reason of the lack of bureaucratization of organizations.
