Research On Problems And The Measures Of Promoting The Burden Reduction At The Grass Roots Level In D City

In recent years,the grass-roots level has been over burdened with formalism and bureaucracy.The heavy burden of grassroots seriously hindered the effective development of grassroots work and the improvement of grassroots governance level,and hit the enthusiasm of grassroots cadres to start a business.The general office of the CPC Central Committee has issued the notice on solving the prominent problems of formalism and reducing the burden of grassroots units,which clearly regards 2019 as the "year of reducing the burden of grassroots units".The "year of burden reduction at the grassroots level" expresses the central government’s close attention to the grassroots,and is supported and expected by the majority of grassroots cadres.Reducing the burden at the grass-roots level is conducive to the grass-roots leaders to get rid of the sea of culture,spend more time and energy on building the grass-roots level and serving the masses;It is conducive for grassroots cadres to carry out work around the issues concerned by the masses and serve the masses well.So as to fundamentally promote the grass-roots burden reduction work and achieve actual results.However,there are still some problems in the grass-roots practice of the circular,which needs to be carefully analyzed and solved.This paper summarizes the existing research literature on grass-roots burden reduction in China.On the basis of previous studies,this paper uses the methods of literature analysis and case analysis to analyze the grass-roots burden reduction in D city through questionnaires,interviews and talks.First of all,by sorting out and summarizing the current situation of the grass-roots work in D City,on the basis of clarifying the policy basis of the grass-roots work and the preliminary results,the empirical research methods of questionnaire survey and interview are used to summarize the problems of excessive burden at the grass-roots level and analyze the specific causes of the problems.Finally,from the aspects of straightening out the relationship between the governments,continuing to deepen the reform of "decentralization,management and service",improving and innovating the grass-roots governance system,detailing the responsibilities of functional departments and scientific use of performance appraisal,this paper puts forward some countermeasures and suggestions for grass-roots burden reduction.In a word,through the study on the problems and countermeasures of burden reduction at the grassroots level in D city,this paper further clarified how to implement the relevant deployment requirements of the central government and the province at the municipal level,while taking into account the implementation of the work.Only in this way can we give full play to the effectiveness of grassroots governance,avoid the breeding of more governance problems and even lead to the evil result of "organized irresponsibility".We will push forward the work of reducing burdens at the grassroots level so that they can devote more practical energy to doing practical work for the people,and take the modern system and capacity of community-level governance to a new level of modernization.
