| Imported cold-chain food occupies an important position in Chinese food consumption market.Consumers consume tens of thousands of imported cold-chain food every year,so that strict import cold-chain food safety is a significant part of safeguarding food safety in China.However,starting from June and July 2020,imported cold-chain salmon and frozen shrimp had been detected with COVID-19.Meanwhile,there were incidents of imported cold chain food detected with COVID-19 in China repeatedly.Imported cold chain food safety has become a focus of attention.How to tighten the pockets of imported cold chain food safety has become the focus of our research.On June 22,2020,the government took the lead in the country to put online the “Zhejiang cold-chain”system to intelligently supervise the imported cold-chain food,and to create the“fully controlled,without omission” whole-process management system of imported cold-chain food from the first station operators’ assigned code,circulation enterprises’ in and out of the code,and consumers’ scanning of the code consumption,with “traceability code” as the core.Based on the above background,this thesis takes the “Zhejiang cold-chain”system as a specific example.Through a large amount of literature review at home and abroad,it takes the specific case as the research object,the investigation and research analysis as the research method,and the collaborative governance theory as the analysis tool.From the four perspectives of government’s leading role,market’s self-regulation,public’s orderly participation,and social organizations’ cooperation and governance,this study builds an analytical framework of collaborative governance and analyzes the case in depth.Firstly,this thesis analyzes the development of “Zhejiang cold-chain” smart supervision in Fuyang District,the main body,the path of collaborative governance,and its effectiveness.For example,it analyzes the mechanisms of how to collaborate with the government for punishment,how to collaborate with the market subjects for promotion,how to collaborate with the citizens for participation,and how to collaborate with the social organizations for supervision.The study also points out that there are some problems such as the deviation of the role and function of government subjects,the lack of self-regulation of market subjects,the lack of orderly participation of citizens,and deficient experience of social organizations in cooperative governance.On this basis,this thesis proposes to play the leading role of government subjects(e.g.establishing a digital platform on the palm of the hand,strengthening the standardized operation focusing on the process of intervention,setting up a sound import cold chain system),strengthen the self-regulatory mechanism of market players(e.g.improving the mechanism of conscientious compliance,the social sharing regulatory mechanism,as well as the mutual benefit and win-win mechanism between the government and enterprises),and enhance citizens’ responsibility for orderly participation(e.g.developing data channels through participation,opening up feedback channels for complaints through the network,and enhancing governance capacity through two-way interactive platforms).At the same time,it is also essential to play a cooperative and shared governance mechanism of social organizations,such as improving the centralized regulatory system,strengthening the regulatory mechanism of social organization participation,and stimulating the vitality of social organizations and other recommendations.In conclusion,this thesis can provide some reference for the research on the collaborative governance path of“Zhejiang cold-chain”smart supervision. |
