Construction Of A Multi Center Collaborative Construction Model For Smart Communities In S District Of Weinan City

With the rapid advancement of the new generation of information technology,China’s urbanization process is constantly advancing at an unprecedented speed and scale,and the construction of smart cities in various regions is in full swing.As the "basic unit" and constituent cell of urban construction,communities are not only the main battlefield for promoting grassroots government governance,but also the "smallest organization" for the government to serve the people.Therefore,in the practice of smart cities,smart communities,as a new management model,are being extended and developed.The construction of smart communities is increasingly valued by grassroots governments.Its emergence has changed the public’s view on the way social resources are obtained,promoted the transformation of grassroots governments,effectively improved government administrative efficiency,and further promoted the transformation and upgrading of traditional smart community construction.With the gradual improvement of people’s living standards,the demand for community services from the masses has also increased.Therefore,the governance of smart communities will become a new hot spot for innovation in grassroots social governance.The construction of smart communities involves multiple relationships such as government,enterprises,communities,and residents,making it a challenging system engineering task.Aiming at the construction of intelligent community in S District of Weinan City,this paper investigates the staff and residents of relevant departments and multiple communities in S District through data query,interview and questionnaire survey,obtains relevant information,and then integrates the relevant data.It finds that there are information silo and repeated construction,lack of professional talent team,insufficient coverage of service scope,and low enthusiasm of governance subject in the construction process,And further analyze the reasons;At the same time,based on the experience of developed countries (regions) such as the United States,Singapore,Japan,and Shanghai and Hong Kong,a multi center collaborative construction model with government,third-party organizations,communities,and community residents as the main body has been proposed,which can better solve the problems encountered by community residents in their daily life and work.This model is conducive to transforming the government’s functions,delegating government power,changing the government led model,and improving administrative efficiency;Introduce high-quality talents to the community to enhance the professional and technical abilities of community workers;It also provides multiple participation channels for community residents,enhances their enthusiasm for participation,better reflects their demands,and thus enhances the happiness of community residents.Forming a new model of smart community construction with local characteristics can provide practical reference for the construction of smart communities in small and medium-sized areas in China,thereby providing more intelligent,efficient,and convenient services for community residents.
