| With the continuous development of social economy,there is an increasing demand for cold chain food,and the market scale of cold chain food is growing,but it has also caused some safety issues.Compared to other foods,cold chain foods have very obvious particularities,and relying solely on traditional safety supervision methods is difficult to achieve good results.In the past three years,affected by the COVID-19,COVID-19 is often detected in the outer packaging of cold chain food,which leads people to worry about the safety of cold chain food and dare not trust to buy and eat such food,affecting people’s lives.Although we are now entering the post epidemic era,there are still risks of virus transmission,especially in the county context,where the development of cold chain food has a short time,rapid development speed,and the regulatory situation is even more severe.In this context,it is of great significance to study the regulatory issues of county cold chain food.Based on literature review and in-depth research,this article uses information asymmetry theory and multi center governance theory to study the current situation and problems of cold chain food safety supervision in County A,and proposes relevant optimization suggestions based on this.The study found that although County A has carried out the reform of the food safety department system and innovated a series of food safety regulatory systems and measures,there are still low levels of public participation and regulatory efficiency in cold chain food safety regulation;The level of intelligent supervision is relatively low,mainly through traditional supervision methods;Insufficient supervision funds and weak supervision force;The implementation of the cold chain food monitoring standard system is difficult,and there are certain issues such as arbitrariness.The fundamental reasons for the above problems lie in the relatively serious official standard ideology and insufficient mobilization of social forces;The construction of supervision team is not strong,and the service ability is not strong;The mechanism of co governance and sharing is not sound,and each party acts independently;Lack of funds,weak new infrastructure construction facilities,etc.In view of this,based on the experience of cold chain food safety supervision in Huoshan County,Anhui Province,and Yanling County,Henan Province,this article proposes to consolidate the foundation of cold chain food safety supervision at the grassroots level,improve the promotion and guarantee mechanism of cold chain food safety supervision at the grassroots level,and establish a joint governance and sharing model of "government led,enterprise self governance,and consumer participation",Improve the regulatory operation and maintenance system,enhance risk early warning capabilities,and other specific suggestions to strengthen the supervision of cold chain food safety in County A.This article will provide some theoretical guidance and suggestions for strengthening the supervision of cold chain food safety in County A,and also provide some reference for other county-level regions to strengthen the supervision of cold chain food safety. |
