| With the continuous advancement and wide application of modern information technologies such as the Internet,mobile internet,and big data,"Internet+" has given birth to many new forms of business,which makes continuous transformation and upgrading of urban transportation and travelling.A typical product under the integration of "Internet +transportation" is online car-hailing,which occupies a large share of China’s passenger transportation market gradually.And network car-hailing services including mainly with tailored taxi,fast taxi,and sharing ride have continued to grow,which has played an important role in alleviating public travel difficulties and optimizing the allocation of urban transportation resources.Car-hailing can meet the diverse travel needs of the majority of passengers,and ease the dilemma of "difficulties in getting a taxi",integrate social idle vehicle resources,solve the disadvantages of traditional taxis,and improve the utilization rate of the city’s stock of motor vehicles,provides new employment opportunities and brings new impetus to the transformation and upgrading of the traditional transportation industry.However,as a new pattern of economic operation,there are also many problems.For example,local regulations have not yet been issued,and there are still unsound laws,poor self-management of online car-hailing platforms,and the lacking of social participation in the development of online car-hailing.This article starts from the perspective of multi-center governance,based on the theoretical basis of theory of market failure and collaborative governance,using literature analysis,social survey and other research methods to analyze and study the governance issues of my country’s online car-hailing.The full text is divided into six parts.The first part is a brief description of the background and significance of the topic research and the current status of research development at home and abroad,and established the research ideas and methods of this article.The second part is the definition and interpretation of the core concepts and theories.The third part firstly elaborates on the current development status of online car-hailing in China from the perspectives of the development process and the evolution of regulatory policies,then states three typical management cases of online car-hailing of three cities which can provide related guidelines of online car-hailing management.The fourth part takes Hangzhou as an example to analyze the current development and regulatory status of online car-hailing in Hangzhou by.In this way,the problems of online car-hailing supervision are drawn.The fifth part studies the questionnaire survey and analyzes the problems and the reasons of online car-hailing management.The sixth part The sixth part puts forward three countermeasures and suggestions to improve the governance level of online car-hailing from the perspective of multi-governance,namely,that the government should give full play to the role of supervision,the platform should strengthen auditing and supervision,and all social parties should take an active part in it,in the hope that the online car-hailing industry can develop healthily and orderly. |
