Every technological revolution will bring great changes to human society.Under the background of the rapid development of modern information technology such as the Internet and big data,the market vitality is increasing with each passing day,the number of market entities is growing rapidly.In the face of the rapidly changing and developing market environment,market regulatory authorities in some cities and regions in China have begun to attempt to implement smart regulation.Compared with domestic first-tier and second-tier cities and economically developed regions,county-level market supervision departments face directly to the grass-roots level,the people’s livelihood and the people.How to follow the pace of the times,to optimize the supervision system,and to realize smart supervision is a problem lying in front of the regulatory authorities.In order to systematically explore the problems in smart supervision in the field of county market supervision and propose countermeasures and suggestions,the article takes the smart supervision practice in the field of market supervision in Y District of J City as the research object.Through on-site interviews,survey questionnaires,and data retrieval methods,the smart supervision work of the Y District Market Supervision Administration in J City is surveyed,comprehensively understanding the progress and achievements of smart supervision work in the field of market supervision in Y District of J City.The paper is based on the theoretical framework of digital governance theory,process reengineering theory and its derivative theory,and elaborates in detail on the regulatory practices and achievements of the smart market in Y district of J city.Based on this,it analyzes the existing problems.At present,the problems existing in the supervision of smart market in Y District of J City mainly focus on three aspects: fragmentation of data collection applications,imperfect design of process re-engineering,and the digital process has not yet met expectations.In response to these problems,the article analyzes their causes from four perspectives: system,technology,concept,and ability.Also based on the theoretical framework,it proposes countermeasures and suggestions from three aspects: system construction,process reengineering and ability improvement.To promote smart market supervision,we should establish a work system with clear division of labor based on "national planning,provincial construction,and municipal and county application".Through extensive and in-depth research,we should optimize and reorganize the business process,highlight the supervision of key areas,timely evaluate and get the feedback of the effectiveness of smart supervision.Thus,it will improve the responsiveness,standardization,intelligence and sustainability of smart supervision,by changing mindset,improving personal capabilities,and strengthening hardware capacities.Then a social co-governance system with multi-agent participation in governance and joint regulatory force can be formed.Under the unified planning of the country,the county market supervision department should use modern information technology to rebuild the work process.With the deepening intelligent supervision,the market supervision will transform from passive supervision to active supervision,from post-supervision to full-chain supervision,and thus effectively improve the efficiency and level of supervision.
