In recent years,public health incidents have been frequent,posing an invisible threat to public health.At present,China has entered the stage of moderate population aging,and is expected to enter the stage of deep aging during the 14 th Five-Year Plan.In the face of social crises and other unknown social risks,it is difficult for the traditional public service system for the elderly to meet the diverse public service needs of the elderly,and the concept of resilient governance provides new ideas for the operation of the public service system for the elderly under extraordinary circumstances.This paper takes the public service system for the elderly in the context of major public health events and the theory of resilient governance as the starting point,and analyzes the main factors influencing the operation of the public service system for the elderly from the three-dimensional analysis framework of "subject-environment-resources" by reviewing literature and policy reports.The current situation and problems of the public service system for the elderly during the new epidemic period are analyzed in five aspects: organizational resilience,individual resilience,institutional resilience,technological resilience and capacity resilience.The study found that: in terms of the resilience of the supply body,the emergency response capacity of the supply body of public services for the elderly is insufficient and the coordination and linkage is poor,which makes it difficult for the service force to "fill in" in time;in terms of the resilience of the demand body,the ability of the elderly themselves to cope with social risks is insufficient,and the care skills and psychological resilience of the family members of the elderly are insufficient;in terms of the resilience of the system,the public health crisis emergency response system is not perfect.In terms of institutional resilience,the public health crisis emergency response system is not perfect,and the monitoring and accountability mechanism for the operation of the system is not sound;in terms of technical resilience,on the one hand,the application of digital technology is not high,and on the other hand,the over-reliance on the application of digital technology has expanded the phenomenon of "information islands" for the elderly;in terms of resource resilience,the medical resources for the elderly and the elderly services are not sufficient.In terms of resource resilience,the financial reserve capacity and deployment capacity of medical and elderly services for the elderly are insufficient.Finally,combining the ideas of "combining peace and war" and active aging of the population,we propose to improve the public health crisis emergency response mechanism of governmental and non-governmental organizations to enhance the resilience of the supply body;enhance the risk prevention awareness of the elderly,provide caregivers with care skills training and psychological guidance to enhance the resilience of the demand body;improve the public health crisis emergency response system and establish an effective monitoring system.crisis emergency response system,establish effective supervision and accountability mechanism,and enhance institutional resilience;promote intelligent elderly care model through technology empowerment to reduce the impact of external crisis,while fully considering the differences of elderly individuals and flexibly applying digital technology to enhance technological resilience;enhance the reserve of financial resources for elderly care and optimize the ability of medical resources distribution to enhance resource resilience.
