On June 1,2019,the revised Civil Service Law came into effect,marking a new stage of scientific,law-based and standardized development of the civil service system with Chinese characteristics.Entering the new era,the "what" and "how" of officials have new and higher requirements,and the "what" and "how" of officials need to make new adjustments.The Organization Department of the CPC Central Committee revised and issued the Regulations on the Assessment of Civil Servants to better play its role as the baton,vane,and booster of the assessment.The implementation of township civil servants performance assessment,can accurately investigate the ability level of civil servants,so as to know people well,suitable for the position,and give the corresponding salary and welfare treatment,in order to fully mobilize the enthusiasm of civil servants,establish a stable,clean,efficient civil servants team,and constantly improve the work quality and work efficiency.Give full play to the role of performance assessment of township civil servants,objectively and impartially judge the performance of civil servants and the execution of official duties according to law,understand their work attitude,work style,work ability and work performance,so as to reward the good and punish the bad and eliminate the bad,and further build a standard behavior,coordinated operation,fair,transparent,clean and efficient service-oriented government.This paper focuses on the performance appraisal of civil servants in P County,combines the theory of management by objectives,contingency theory and other theories,and uses the research methods of interview and questionnaire survey to explore.Based on the analysis of assessment subject,assessment content and standard,assessment index and weight,assessment objectivity and fairness,assessment result disclosure and application,assessment effectiveness and satisfaction,and the impact of assessment number,it is concluded that P County has a single assessment subject structure and a lack of quantification of assessment indicators.The problem of performance appraisal of township civil servants is not strong pertinence,the weight of appraisal index is not reasonable,and the appraisal process is not standardized.In view of the problems and the reasons behind the problems,this paper puts forward countermeasures and suggestions such as constructing diversified performance appraisal subjects,improving the performance appraisal index system,establishing the correct view of performance appraisal and perfecting the supporting mechanism of performance appraisal.
