In China,civil servants,as the executors,implementers and implementers of the state power,have a very large team.In particular,civil servants in towns and townships directly contact and serve the public and communicate face to face,which most directly represents the image and credibility of the government.At present,our country civil servants incentive mechanism is not sound,around the incentive effect is also different,especially the township civil servants pressure big,responsibility,authority,under the condition of small,how to arouse the township civil servants would like to stay at the grass-roots level,dry at the grassroots level,guarantee the stability of the grass-roots power,establish incentive mechanism is imminent,in the incentive mechanism and performance evaluation incentive in the most direct,and so the villages and towns to improve the incentive mechanism of civil servant performance appraisal is particularly important.Taking ZL township government as an example,based on the methods of questionnaire survey and theoretical research,this paper makes an in-depth analysis of the current situation of performance appraisal and incentive of township civil servants in China and the work status of ZL township civil servants in Jinxian County,analyzes the feasibility of performance appraisal and incentive project of ZL township civil servants,and formulates a set of relatively scientific and reasonable performance appraisal and incentive mechanism scheme.This paper is divided into six chapters: The first chapter briefly describes the research background and research significance,reads a lot of domestic and foreign literature,and sorts out and analyzes theoretical articles on performance appraisal of civil servants.The second chapter defines the relevant concepts and characteristics,and expounds the relevant performance appraisal theories.The third chapter focuses on the analysis of the ZL township civil servant performance pay incentive project,including the composition of the personnel,the current situation,at the same time conducted a questionnaire survey and analysis.The fourth chapter analyzes the feasibility of ZL Township Civil Servant Performance Pay Incidental Project from the aspects of concept,system and operation.The fifth chapter of the ZL township civil servants performance pay incentive mechanism design.The sixth chapter summarizes the research content of the article,analyzes the inadequacies,looks forward to the future prospects,and puts forward some suggestions on strengthening the construction of young cadres in towns and villages in the new era.
