Township civil servants are the implementers of the policies of the party and the state at the grass-roots level and the main body of the implementation of the grass-roots government.the quality of their working attitude and the level of their working ability are not only related to the stability of the government's grass-roots political power.At the same time,it is also related to the implementation of the principles and policies of the party and the government in rural areas.At present,under the influence of the management level of the grass-roots government,the regional characteristics and the social atmosphere,there are still many shortcomings in the performance appraisal system of the grass-roots civil servants in our country,and the function of the examination and education has not been brought into full play.It seriously restricts the enthusiasm of grass-roots public officials and is not conducive to the establishment of good relations between the government and the masses.This paper takes Q Town of Tai'an City,Shandong Province as the research object,on the basis of analyzing the relevant theories of performance appraisal,combs the performance appraisal system and present situation of civil servants in Q Town.It is found that there are some problems in Q town performance appraisal,such as weak assessment consciousness,unreasonable assessment method,small feedback function of assessment,lack of supervision of assessment and so on.On this basis,this paper analyzes the causes of the problems and the similarities and differences between civil servants and enterprise employees in performance appraisal,combined with the effective means of enterprise performance appraisal.This paper puts forward some suggestions to improve the performance appraisal system of township civil servants,in order to provide a reference for the construction of a scientific and effective performance appraisal system of township civil servants.This article consists of seven parts: the first chapter mainly introduces the research background and significance of this article,summarizes the research situation at home and abroad from the performance evaluation process of township civil servants,and expounds the research content,research methods and innovation points of this article.The second chapter introduces the concept and characteristics of township civil servants.At present,the content,characteristics,significance and performance evaluation theory of township civil servants are discussed.The third chapter mainly analyzes the development status of the performance evaluation of public servants in Q Town of Taian City,including personnelcomposition,assessment system,assessment content,assessment procedures,etc..The fourth chapter analyzes the investigation results of the "Survey Questionnaire on the Performance Evaluation System of Civil Servants in Q-Town,Tai'an City,Shandong Province".The fifth chapter expounds the problems,reasons and optimization schemes in the performance evaluation of civil servants in Qzhen.The sixth chapter combines the relevant experience of the enterprise performance appraisal and puts forward the countermeasures and suggestions to improve the performance appraisal of township civil servants.Chapter 7 summarizes the research,draws conclusions and puts forward prospects for future development.
