With the development of the times and the improvement of our economic and cultural level,the Party and the masses have set up new standards and requirements for the construction of township civil servants.As an important means to improve the efficiency of our government,the performance appraisal of township civil servants plays a vital role in improving the individual comprehensive ability of township civil servants and the public service ability of the government.In order to build a brand-new team of township civil servants with high comprehensive quality and strong professional ability,improve the core competitiveness of the organization,effectively improve the public service level of township government,it is imperative to establish an objective and effective performance appraisal system for township civil servants.At present,there are still many shortcomings in the performance appraisal of township civil servants in our country,which often lacks a real scientific,systematic and effective evaluation,resulting in a certain degree of subjectivity and one-sidedness in the results of performance appraisal,which makes the advantages of performance appraisal can not be fully exerted,and fails to achieve the desired results.The widespread existence of this phenomenon has objectively affected the effective development of government work.This paper studies the historical development and current situation of performance appraisal of township civil servants in China,and fully combines the actual situation of Y County,in-depth analysis of the current problems of performance appraisal of township civil servants in China.Through questionnaires and statistics,it is found that there are many problems in the performance appraisal of township civil servants,such as too single appraisal subject,insufficient meticulous appraisal methods and contents,lack of quantitative criteria for index weight,lack of effective differentiation of appraisal results,lack of effective feedback mechanism and external supervision mechanism.The main reason is that the current relevant laws and regulations are not perfect,and lack of effective theoretical guidance,the township government and civil servants failed to form a correct understanding of performance appraisal,but also lack of effective modern performance management means to promote the implementation of the performance appraisal system of civil servants.Using Y County for example,this paper optimizes the performance appraisal system of township civil servants.Through strengthening the main body of performance appraisal,decomposing the objectives of performance appraisal and building the appraisal index system,a relatively scientific and reasonable performance appraisal system of township civil servants is established.On this basis,from the point of view of effectively improving the level of government work,management and service,this paper puts forward some suggestions to improve the performance appraisal of township civil servants: developing scientific management concept,building correct administrative values;establishing strategic management thinking,standardizing the performance appraisal process;establishing appraisal institutions,establishing diversified appraisal subjects;taking service as the guidance,optimizing performance appraisal.We should strengthen the feedback and application of performance appraisal,improve the incentive system,improve the construction of performance appraisal system,and promote the legalization of government performance management.
