| The township government is the most basic first-level management government in China.It undertakes a series of important tasks in economy,society and people’s livelihood within its jurisdiction and plays a crucial role in the development of rural economy and society.In recent years,with the acceleration of urban-rural integration,profound changes have taken place in the social structure of rural areas,and higher requirements have been placed on the capacity of township governments to perform their duties.Township civil servants are the specific executor of various functions of the township government,the bridge and link between the party and the government with the masses,the promoter of the effective implementation of policies,and the implementers of the problem of the last kilometer of serving the masses.Therefore,the performance ability of township civil servants directly affects the service level and ability of the township government.At present,the township work is complex and diverse,meticulous and trivial,so most of the township civil servants need to perform multiple roles and undertake heavy work tasks as well as psychological pressure,relatively low salary and fewer promotion channels,all of which have affected the work enthusiasm of township civil servants,thus further affecting the service efficiency of the township government.In the report of the 19 th National Congress of the Communist Party of China,the requirements of improving the cadre assessment mechanism and building a contingent of high-quality and professional cadres were clearly put forward,which pointed out the direction for the township government to improve its work efficiency.Only by improving the performance appraisal mechanism of township civil servants and establishing and perfecting the methods of rewards and punishments,can the work enthusiasm and potential of township civil servants be stimulated continuously and better contribute to the construction of service-oriented government.This article,taking township civil servants as the research object,based on the present conditions of town government,comprehensively using literature research method,questionnaire method and other methods,specifically elaborates the profile of township civil servant performance appraisal in Z District,J city.In this article,on the basis of the results of questionnaires,the current situation of township civil servant performance appraisal in Z District,J city is known.After careful analysis,it raises the problems existing in the township civil servant performance appraisal,such as irregular appraisal procedures,unreasonable evaluation indexes and lack of incentives.Combining performance management theory,incentive theory,360 degree performance appraisal method,the article analyzes the reasons deeply and proposes corresponding solutions and measures through perfecting appraisal subject,standardizing appraisal procedure,improving the performance appraisal index system,founding scientific performance feedback and communication mechanism,establishing an integrated reward and punishment system.With the aid of ideology,organization,supervision,a series of safeguard measures are formulated to effectively promote the implementation of the performance appraisal mechanism.Through the improvement of the performance appraisal mechanism,who can perform their duties and do them well are rewarded,and in turn those who fail to act as officers are punished,thus gradually forming a good situation,in which the competent are entrusted with important posts while the mediocre and the inferior are eliminated. |
