Research On Influencing Factors Of Local Government Data Openness In My Country Based On Qualitative Comparative Analysis

In recent years,based on the international background of the rapid development of government data opening around the world and the actual needs of the digital transformation of government governance in my country,various local governments in China have begun to explore government data opening.However,the development of government data opening in various local governments It is unbalanced and different.The overall situation is that the east is strong and the west is weak,and the level of government data openness in some regions does not match its own economic strength.These phenomena show that the level of government data openness is the result of multiple and compound factors.So,what is the reason for the difference in the level of data openness among local governments? What are the internal mechanisms and influencing factors of the data opening development of local governments in my country? What combination of factors can generate a higher level of government data openness? Therefore,the focus of this study is to find the influencing factors and configuration paths to improve the level of government data openness in my country.Through literature review and analysis,this study constructs the basic understanding of government data openness,and establishes an integrated framework for analyzing the conditional variables of local government data openness level in combination with toe theoretical framework,resource-based theory and new institutionalism theory.On this basis,this study selects 30 prefecture level cities as sample cases,seven conditional variables including technology management ability,information technology level,policies and regulations,financial support,public demand,superior pressure and intergovernmental competition,and the "comprehensive index of open forests" in the report on data opening of Chinese local governments as the result variable,then the collected data are qualitatively compared and analyzed by fsqca3.0 software.Through the above research,the following research results can be obtained.Firstly,the level of local government data openness is the result of multiple repeated and miscellaneous factors.Secondly,the Fuzzy-Set qualitative comparative analysis methods is used to analyze the high local government data opening level and non high local government data opening level from both positive and negative levels.The positive analysis includes four types of results and five paths,and the reverse analysis includes two types of results and seven effective paths.The two kinds of analysis are asymmetric.Thirdly,the configuration paths of high and non high local government data openness are different between the sample cases,but some urban configuration paths are the same;For a single case sample,some have a single path and some have multiple paths.Based on this,this study summarizes three driving paths of local government data Openness: technology driven path,finance driven path and environment driven path.
