Research On The Influencing Factors Of The Openness Level Of Chinese Local Government Data

In recent years,there has been a wave of open government data around the world,and its practice and research have received extensive attention.Many countries have invested a lot of money and human resource to build open government data platforms,and use this as a channel to open the government’s data to the public and society.All levels of government from the central to local governments in China also attach great importance to the openness of government data,and actively promote relevant practices in various places,but most of them are still in their infancy,and the overall level of data openness needs to be improved.Therefore,identifying the key factors influencing the level of data openness in the practice of open government data has important theoretical and practical significance for further grasping the law of the development of open government data and promoting the improvement of the openness level of government data.This research is based on the practice of open government data by various local governments in China.First,based on the "technology-organization-environment" framework and combined with the policy innovation diffusion theory,based on the combing of related research results,the infrastructure,Technical personnel,financial resources,government electronic service capabilities,public demand,economic development,and intergovernmental competition are seven conditional variables that affect the level of government data openness.A theoretical model of the factors affecting the level of government data openness is constructed.Secondly,using the method of fuzzy set qualitative comparative analysis,30 local governments are used as case samples to carry out empirical research to analyze the factors and their combined effects that cause differences in the level of data openness of different local governments.Finally,the promotion mode and restriction types of local government data openness are summarized,and the law of change in the time dimension is discussed.The study found that(1)The high or low level of government data openness is the result of multiple factors,and there is no single conditional variable as a necessary condition for the result.(2)In the three years 2018-2020,there have been 11 configuration paths that promote a high level of government data openness.Among them,strong government electronic service capabilities,high level of intergovernmental competition,complete infrastructure construction,and sufficient technical personnel are important factors.The path to a high level of government data openness presents six modes.With the development of open government data practices,the single-core model of technology or organization is disappearing,and it is evolving to the dual-core of technology and organization with environment supported model.In addition,Shandong Province also had an environmental-core with organization supported promotion model in 2020.(3)There are also 11 configuration paths that cause low government data openness in the three years 2018-2020.The lack of technical talents and low government electronic service capabilities are important constraints.The paths leading to low levels of government data openness can be summarized into five types.With the development of government data open practice,the single-factor restriction types gradually disappear,and the restriction forms gradually evolve to multi-factor restrictions.It shows that in the process of government data opening,the deficiency of a single factor can be supplemented or replaced by other factors,so as to avoid the result of a low level of government data openness.The contribution of this research is to explore the development law of the open level of government data from a dynamic perspective,providing a new research perspective for research in this field.In addition,the conclusions of this study provide local governments with multiple path options to achieve high data openness or avoid low data openness based on their own conditions,allowing local governments to adjust their development strategies based on actual conditions.At the same time,it puts forward countermeasures and suggestions from the three aspects of technical factors,organizational factors and environmental factors related to government data openness,in order to promote the improvement of the level of local government data openness.Due to the limitations of the available sample size and analysis methods,this study still has shortcomings in terms of model perfection and dynamic law analysis depth.In the future,methods such as interviews and surveys can also be combined,and the time span of research can be lengthened to improve and deepen research in this field.
