Research On The Level Of Data Utilization Of Government Data Open Platform Based On Qualitative Comparative Analysis

Under the background of digital transformation,the government,as the master of a large number of raw data,how to open and make rational use of massive data has become the top priority of local governments in China.At present,the opening and utilization of government data has become an important part of e-government construction.Paying attention to the development of data utilization is conducive to giving play to the potential economic and social value of government data and improving the social governance and service ability of government departments.In January 2021,the report on data opening of local governments in China put forward that there are significant differences in the data utilization level of China’s online data opening platforms,and some data opening platforms perform well.Generally speaking,the utilization level of most data opening platforms is low,and the overall distribution is pyramid.How to improve the data utilization level of government data open platform and provide online services for people has become an important issue for governments at all levels to deal with the era of big data.This paper takes the configuration analysis of the utilization level of government data open platform as the research orientation,and the specific research contents and operation steps are as follows: firstly,it clarifies the research background and significance of the improvement of the utilization level of government data,and refers to the literature at home and abroad to illustrate the research innovation of this paper.Secondly,it elaborates the core concepts of government data open platform and open data utilization,and clarifies the theoretical framework of this paper.On the basis of toe framework,combined with the theory of administrative ecology and the theory of government data open ecosystem,this paper selects six explanatory variables: data technology capability,data platform construction,system guarantee,financial resource capability,public external demand and superior pressure,and constructs the influencing factor model of data utilization level of government data platform.Thirdly,the selection of variables and data sources are explained.On this basis,fsqca method is used to calibrate the original data,and the necessary condition analysis of single factor is carried out for each explanatory variable.Then configuration analysis is carried out to explain the linkage effect of explanatory variables on the result variables.This process is carried out by using fsqca3.0 software.After the completion of data analysis,the robustness test of the above configuration results is carried out to enhance the reliability of the results.Finally,it discusses the configuration solution of data utilization level of government data open platform one by one,summarizes the generation path of improving the data utilization level of government data open platform,puts forward relevant suggestions for improving the utilization level of government data platform,and summarizes the existing research conclusions and findings.The results show that: technology,organization and external environment factors cannot affect the generation of high data utilization level of local government data open platform alone,and the three factors interact to generate seven combined paths of high data utilization level.This study classifies them into four modes:technology,technology organization,organization environment and internal and external linkage.In addition,the interaction of the three factors has generated six combined paths of non high data utilization level,which can be classified into three modes: undeveloped,developing and external influencing.Based on this,this study puts forward the path suggestions to improve the data utilization level of government data open platform from three aspects of macro control,path selection and technology improvement.
