| The comprehensive application of emerging technologies such as big data,artificial intelligence,mobile internet,and cloud computing has profoundly changed the governance tools,methods,and structures of governments.In the digital era,while provincial governments have made significant progress and improvements in technology,organization,and the overall environment,they will also face challenges such as the digital divide,fragmentation of platform information,fragmentation within the bureaucracy,and difficulty in accurately meeting public needs.In addition,different research and evaluation reports show that the uneven and insufficient development of digital government openness among provincial governments is particularly prominent,with the overall trend of strong in the east and weak in the west,and strong in the south and weak in the north.At the same time,the key points of the 2022 government affairs openness work proposed that it is necessary to closely follow the "14th Five Year Plan"to deepen government affairs openness,adhere to the people-centered deepening of government affairs openness,accelerate the transformation of government affairs openness functions,strengthen data connectivity,and promote more transparent and standardized government decision-making and management services.Therefore,this article explores the factors that affect the level of openness of digital government affairs based on practical dilemmas and policy requirements,hoping to improve the level of openness of digital government affairs,thereby boosting the construction of digital government and digital China.This article takes 31 provinces(autonomous regions,municipalities directly under the Central Government)as the research object,and uses the TOE theoretical analysis framework to determine the five influencing factors of digital government openness from the technical,organizational,and environmental dimensions,namely,the technical dimension "digital government openness platform construction",the organizational dimension "organizational structure",and the environmental dimension "financial support,public demand,and political civil interaction".Based on this,a qualitative comparative analysis of fuzzy sets is used to explore the openness of digital government affairs.The result variable is "the level of openness of provincial digital government affairs",and the conditional variable is the above five influencing factors.The results of qualitative comparative analysis of fuzzy sets indicate that the openness of digital government affairs is mainly affected by three factors:technology,organization,and environment.A single influencing factor does not necessarily lead to a high or low level of openness of digital government affairs.Combining the configuration results of qualitative comparative analysis of fuzzy sets with the practice of digital government affairs openness in the provinces covered,it is found that there are 4 high-level configuration paths and 3 non-high-level configuration paths for digital government affairs openness,and the high-level configuration paths can be summarized as "Technology-Environmental Conditions Dominant Path","Environmental-Conditions Dominant Path"," Organizational Conditions Dominant Path" and "Technology-Organization-Environmental Conditions Dominant Path",the three non-high-level configuration paths have the same dominant conditions,which can be summarized as"Technological-organizational-environmental conditional non-set dominant pathways".Finally,the article puts forward relevant path optimization suggestions from the technical,organizational and environmental dimensions. |
