Research On The Influencing Factors Of County-level Governments Promoting The Development Of Characteristic Agricultur

Nowadays,agriculture plays an important role in China’s economic composition.As China is in a period of strategic transformation opportunities,it is necessary to rely on local resources to develop characteristic agriculture to promote rural revitalization strategy and assist in economic transformation.To ensure the healthy development of characteristic agriculture,county-level governments’ support for the characteristic agricultural industry is crucial.Therefore,it is urgent to conduct in-depth research on how county-level governments promote the development of characteristic agriculture.This study adopts the methods of literature research and field investigation,based on the guiding ideology of government function theory and agricultural weakness theory,and qualitative comparative analysis of characteristic agriculture development cases in 16 county-level areas of Guizhou Province,to study the influencing factors of county-level governments promoting characteristic agriculture development.Firstly,the concepts of characteristic agriculture,characteristic agricultural industry,promising government,and effective market were introduced,and the content and application of government function theory and agricultural weakness theory were elaborated.The analytical framework and related variables for the article’s research were provided;Secondly,the fs QCA analysis method is introduced first,and then 16county-level regions in Guizhou Province are selected as case objects to construct an indicator system for variables.Through this,the fs QCA method is used for case status discussion and empirical analysis;Subsequently,an analysis was conducted on the problems and causes of the development of characteristic agriculture in each county.It was found that the current problems include: insufficient total output value of characteristic agriculture,low contribution rate of agricultural innovation and technology,weak effectiveness of investment attraction,and unsatisfactory brand effect.The reasons for these problems include: relatively backward agricultural infrastructure,lack of agricultural technology professionals,weak concept of investment attraction Lack of brand awareness and insufficient promotion efforts;Then,two advanced county-level regions in China,Luochuan and Xiushan,were extracted for comparative analysis;Finally,based on the analysis of the problems and causes,suggestions are proposed to strengthen and enhance agricultural infrastructure construction,strengthen innovative development driven strategies and talent team construction,strengthen investment attraction capabilities,and strengthen the construction of characteristic agricultural product quality brands.Through the above research,it can be found that there are problems and causes in the current development of characteristic agriculture,and corresponding policy recommendations can be put forward in a targeted manner,providing reference for county-level governments to promote the policy decision-making of characteristic agriculture development,and further assisting county-level governments in ensuring the high-quality development of characteristic agriculture,thereby comprehensively promoting rural revitalization.
