| With the development of Internet technology,China’s government governance has introduced the e-governance model,the concept of "e-governance" has been put forward with the times.China’s "e-government" model has gradually changed from administrative tools to governance empowerment.City management has also stepped into a new mode of digital city management.However,due to the late start of digital city management in China,the digital city management in China is still in the initial stage of development,and there are many problems to be solved.Therefore,it is very meaningful to explore the influencing factors of digital city management level in our country at present.This paper takes the digital city management construction of 22 provinces and 5autonomous regions in the east,middle and western regions(including 4municipalities directly under the Central Government)as the research object.On the basis of government tool theory,based on the Hood’s NATO analysis framework,using qualitative comparison and analysis method,the digital city management level of each provincial capital cities is converted into dependent variables,and the use of information node tools,public wealth tools,government authority tools and government organization tools in the process of the digital city management process of each provincial capital cities is converted into independent variables.It is found that the high-level digital city management always has good information node cycle,and it is proved that the information node tool in the NATO theory is the most important of the four tools.At the same time,the planning and standard system,that is,the government authority tool plays the leading role.Finally,incentive system,technician and system platform are the core factors that should be paid attention to in order to improve the level of digital city management effectively.To sum up,this paper puts forward the following suggestions for the research results: in the early stage of the development of digital city management,the city should pay attention to the improvement of top-level design;in the digital city management development has a certain foundation,the city should reasonably use the cooperation with social capital to carry on the government purchase service;in the digital city management development more perfect city strengthens the comprehensive information technology construction development and so on way to raise the government digital city management level. |
