Research On The Influencing Factors Of Provincial Government Data Governance Effect In China

With the development of digitalization,the scale and growth rate of government data has grown rapidly and the government paradigm has been changed as well,thus data governance has become an inevitable choice to improve the efficiency of government governance.To clarify the inner mechanism of government data governance is of great significance to effectively link up the construction of digital government and promote the reform of government governance system.Therefore,this study focuses on exploring the influencing factors and implementation paths of government data governance in China.This research is based on the technology-orgnization-environment（TOE）framework,selecting each province’s synthesis scores in Annual Report on China’s Government Data governance Development（2021）as variables,technical management ability,technical infrastructure,attention allocation,financial resources allocation,competitive pressure among governments,the level of digital government development as the condition variables,using qualitative comparative analysis using fuzzy set to conduct a conditional configuration analysis on 31 provincial government data management cases.The following aspects are being explored: the combination of different factors and conditions affect the effectiveness of government data governance;the core conditions and the edge conditions;causal symmetry between the condition and the outcome variables.The results show that,firstly,governance data management is one of the most important developing direction for governance management and the effectiveness of provincial data governance is affected by multiple factors.Secondly,high government data governance effectiveness includes four configuration results,low government data governance effectiveness includes three types of results,a total of six configuration results and there is an asymmetric relationship between the two results.after comparising the configuration results and provincial data governance practice,this study puts forward suggestions on the path of government data governance:technology-driven path,practice-driven path and environmental impact path.
