| In recent years,with the advent of a new era of digitalization and intelligence,the development of digital information technology characterized by the Internet of everything has had a profound impact on people’s way of production and life,and more and more people are enjoying the digital dividend brought by technological progress.For example,the deep integration of information technology and health services has changed the traditional way of seeking medical treatment,changed the current situation that health services are limited by time and space,and greatly improved the fairness and accessibility of health services.However,with the development of the society,the increasing aging of the social population has resulted in the inequality of digital dividend,which not only damages the basic digital rights and interests of the elderly,but also goes against the realization of social equity and justice.China will have about 191 million people aged 65 or above by 2020,accounting for13.5 percent of the total population,according to the seventh national census,and the country is gradually entering a stage of moderate aging.China’s elderly population is expected to exceed 300 million by 2035.Due to various reasons,it is difficult for the majority of the elderly to keep up with the pace of information technology iteration,and they are isolated from the digital wall,resulting in the loss of digital dividends for the elderly and the increasingly prominent problem of digital poverty for the elderly.In the public health crisis caused by the COVID-19 epidemic,the living predicament of the elderly due to digital poverty is not uncommon,and the public health crisis has further evolved into an information crisis for the elderly.The Implementation Plan on Effectively Solving the Difficulties of the Elderly in using smart Technology,which was promulgated in 2020,points out that many elderly people in China are unable to fully enjoy the convenience of intelligent services because they are unable to access the Internet and use smart phones and other reasons in their daily life.At present,the digital poverty of the elderly group has aroused the high attention of all sectors of society,and the management of the digital poverty of the elderly is urgent.In view of this,this paper studies the digital poverty of the elderly group in Gaozhou under the background of active aging.Firstly,it introduces the concepts of the elderly group,active aging,digital divide,digital integration,digital poverty,as well as the hierarchy of needs theory and social support theory.And the research status of digital poverty of the elderly at home and abroad is summarized.Then we choose the elderly over60 years old in Gaozhou City of Guangdong Province as the survey object.A total of 220 questionnaires were designed and distributed according to the dimensions of basic information,digital literacy of the elderly,policies and social support,and 200 valid questionnaires were analyzed.In addition,10 elderly people were given semi-structured interviews.The specific investigation and analysis includes the following contents.In terms of digital literacy of the elderly,it includes the average daily use time of the equipment,the proficiency of the equipment,the ability of information acquisition and retrieval,and the willingness to use the new functions of the equipment,and the correlation test is carried out.In terms of policy and social support,including family support,the understanding of relevant policies and laws,the frequency of digital training activities for the elderly and anti-telecom network fraud propaganda activities,the preferences of survey objects and other aspects,correlation analysis was also made.The survey results of the interviewees are introduced from the factors influencing the use of digital devices by the elderly,the digital life of the elderly,the proficiency in using smart phones and the training of the community or the government.Finally,this paper also discusses the causes of the digital poverty of the elderly in Gaozhou.The government factors include the absence of policies for the elderly,the imperfect facilities for the elderly,the backward development of education for the elderly and so on.Technical factors include rigid product development concept and complex product function operation.Individual factors include psychological resistance and decreased physical function,disease effects and so on.To solve the above problems,this paper puts forward corresponding policy suggestions,including individual enhancement strategy,family support strategy,government support strategy,peer help strategy and so on. |
