Research On Collaborative Governance Of Digital Divide Of The Elderly

With the rapid development of digital and information technology,people’s life and work in today’s society increasingly tend to be intelligent.At the same time,China’s population aging problem is becoming increasingly serious.Under the social background of digital and aging,more and more elderly people are abandoned by digital and information technology and are out of touch with the society.The digital divide of the elderly is in the trend of expansion.However,the efforts to bridge the digital divide of the elderly are not satisfactory due to various factors.Therefore,it is necessary to pay attention to the elderly who encounter difficulties in the process of integrating into the intelligent society,help them eliminate the "digital gap" and enjoy the convenient life experience brought by information technology to realize social justice.Based on the theory of collaborative governance,this thesis adopts questionnaire survey,literature analysis and interview to study the digital divide of the elderly by combining qualitative and quantitative methods.First of all,after combing the relevant literature and comprehensively understanding the relevant information about the digital divide of the elderly,the author summarizes three major manifestations of the digital divide of the elderly,namely,the digital access gap,the digital use gap and the digital knowledge gap of the elderly.Then,design a questionnaire,the questionnaire includes three types of survey of the status quo of the digital divide of the elderly,and explore the influencing factors of the digital divide of the elderly from four aspects: individual,family,society and government,and go to the area where the elderly are more concentrated in Nanchang to carry out field research.After sorting out and summarizing the questionnaires,a binary Logistic regression model is constructed on the basis of the survey data.Starting from the three manifestations of the digital access gap,the digital use gap and the digital knowledge gap of the elderly,the influencing factors of the digital gap of the elderly are analyzed in four levels: individual,family,society and government.Finally,it analyzes and summarizes the causes of the digital divide among the elderly from four levels: individual,family,society and government,and puts forward corresponding cooperative governance countermeasures.It is found that the main reasons for the digital divide among the elderly are their own physical degradation and psychological exclusion,insufficient family feedback and social support,and imperfect national top-level design and policy support.In view of these problems,the following suggestions are put forward: First,at the government level,we should speed up the construction of information infrastructure system,pay attention to the protection of digital rights of the elderly,and promote the construction of service-oriented government;Second,at the family and social levels,we should strengthen the cognition and practice of family and social digital feedback,promote the development of Leling’s science and technology,and at the same time,build a good business environment,and strengthen the value orientation of active aging to promote the construction of an age-friendly environment;Thirdly,at the level of the elderly,we should improve the physical and psychological quality of the elderly and encourage the elderly to improve their digital literacy level;Finally,it is necessary to realize efficient coordination and comprehensive supervision of the governance bodies.
