Research On The Policy Tools And Configuration Of Local Governments To Promote The Digital Transformation Of Agriculture

The report of the 20 th National Congress of the Communist Party of China raised the agric ultural power to an unprecedented height,and also brought new opportunities and requirements f or the development of agricultural digital transformation.Digital agriculture is the advanced stag e of agricultural modernization.Gradually promoting the digital transformation of agriculture an d realizing digital agriculture is the only way for China to move from a traditional agricultural co untry to an information-based agricultural power.In recent years,local governments have issued a series of policy measures to promote the digital transformation of agriculture,and have made p ositive progress in the construction of digital agricultural production system,industrial system an d management system.However,due to the different endowments of regional agricultural resour ces and the lack of understanding of the connotation and value of agricultural digital transformati on,there are some differences in the selection and implementation of policy tools.On the basis of literature review,theoretical analysis and expert consultation.Firstly,the the sis constructs an analytical framework based on the spectral theory of policy tools,determines th e key variables of policy tools for local governments to promote the digital transformation of agri culture,and makes research hypotheses.Secondly,this thesis selects the cases of 50 county gove rnments in China to promote the digital transformation of agriculture,and uses the fuzzy set qual itative comparative analysis method(fsQCA)to analyze the six policy tools of public supply,g overnment regulation,fiscal and taxation finance,policy planning,market transaction and notific ation appeal in the digital transformation of agriculture by local governments.The study draws th e following conclusions.First,through empirical analysis,a total of 7 research hypotheses are su pported,and 2 research hypotheses are not supported.The adoption of mandatory policy tools,m ixed policy tools and voluntary policy tools can promote the digital transformation of local agric ulture.Among them,mandatory policy tools need to be used in combination with voluntary polic y tools,while mixed policy tools can be used alone.Second,the consistency of the single factors of the six policy tools is less than 0.9,that is,there is no necessary condition to promote the digit al transformation of agriculture.The six policy tools are intricately combined to form five config urations to promote the digital transformation of agriculture.These five configurations can be su mmarized into three modes,namely,control propaganda type,support leading type and system p articipation type.Third,it is difficult for a single policy tool to achieve policy objectives.Under t he three modes of local governments promoting agricultural digital transformation,various polic y tools play a role in different configurations and show diversified characteristics.Combined with the analysis process and conclusions,this paper gives policy recommendati ons for local governments to promote agricultural digital transformation from four aspects : First,we should further clarify the functional positioning of local governments in agricultural digital tr ansformation,properly determine the degree of government intervention in the process of promot ing agricultural digital transformation,and rationally select and use policy tools.Second,accordi ng to the regional resource endowment,the planning guidelines for the digital transformation of agriculture are accurately formulated,and the cross-border integration of the agricultural industr y is emphasized.Thirdly,relying on fiscal and taxation financial instruments to revitalize the vita lity of market players in the digital transformation of agriculture and improve the allocation effic iency of market resources.Fourth,based on the iterative upgrading of digital technology in the a gricultural field,a ’ introduction-cultivation-certification-exchange-reward ’ normalized digital ag ricultural talent training mechanism is formed.
