These are questions worthy of further inquiry.Measurement this paper adopts the policy of literature and content analysis method to the central level of government released 161 digital within organizations policy text study,released from the policy issued time,the main body,the types of policy and policy subject level of quantitative statistics and the dimensions interaction analysis,through the analysis of the policy,found that on the policy of external structure properties,policy promulgated time experienced a low,sustained growth,surged back three stages;In terms of policy types,the policy texts are mainly instructive and binding,and lack of normative legal texts with strong legal effect.The subjects participating in policy making show the characteristics from single to multiple.In the joint issue of policy subjects,the adhesion degree of the subjects is high,but the joint issue of multiple subjects is less,and the real "synergy" of the decision-making of multiple subjects is not realized.The policy themes are mostly at the functional level,followed by the structural level and the least at the technical level.From the functional level,we can see that the policy has not been effectively implemented.On the three dimensional analysis,digital government organization policy shows the characteristics of distinct phases,the first phase of digital quantity is less,the government policy articles subject to a single,but structure level,technical level and function level has involved,policy theme focused on providing services on the Internet and to enhance the efficiency of the government,the government passive service mode;In the second stage,the number of digital government policy papers increased.With the diversification of the demand subjects of organizational development and practice,the government service model began to change to the proactive policy theme,the government portal became more mature,and the awareness of data mining and analysis was awakened.In the third stage,the number of digital government policy papers surged,and the subject and topic became richer and deeper on the basis of the second stage.Thematically,the government focused on the deep mining and data of data,and the government service mode was transformed into intermediary service.
