Policy Research On Local Digital Government Construction

Big data and its technology development and application has brought a new round of government management reform and innovation,accelerate the information technology and economic society in various fields of industries integration innovation,has become the leading social governance innovation and drive the transformation of the government leading power,according to the construction of digital technology as the main driving force of the government has become the world’s governments governance reform of common choice.In recent years,China has been grasping the trend of digital development,vigorously promoting the construction of digital government,and constantly improving the degree of digital transformation of government.The provincial "first tier" is the nine provinces(municipalities directly under the Central Government)that will rank "Excellent" and "excellent" in the 2021 digital government assessment indicators.,based on the 62 item number issued by the government departments at the provincial level government policy text as the research object,using statistical analysis and text analysis to the overall situation of 62 policy research,A two-dimensional analysis framework of policy tools and application fields was constructed to quantitatively analyze 259 policy texts.The statistical research results of policy overview research show that the number of "first echelon" digital government policies is on the rise in general and the growth rate is increasing year by year,and the policy content shows an obvious stage evolution characteristics.There are many types of policy texts,mainly "constraining" and "guiding",focusing on the guidance of the practice management process of digital government construction.Policies are mainly published independently,with single release subject and weak coordination and linkage among subjects.The policy covers a wide range of fields,including digital government affairs,digital industry and digital people’s livelihood.Digital industry and digital government affairs have attracted high attention,while the government has not paid enough attention to digital people’s livelihood.Through policy content mining,it is found that: in the dimension of policy tools,policy tools of 14 subcategories in 3 categories are comprehensively applied,but the structural imbalance of internal use of policy tools is serious.In terms of policy application fields,the use of policy tools has achieved extensive coverage,but there is also imbalance in the choice and application of various fields.The use of policy tools in digital industry is the most comprehensive,while the use of policy tools in digital government affairs and digital people’s livelihood is missing to varying degrees.In view of the problems exposed in provincial "first echelon" digital government policies,such as lack of coordination and linkage between policy subjects,imperfect policy system,low participation degree of social organizations,unreasonable use of policy tools,etc.,corresponding policy optimization suggestions are put forward:Strengthen the linkage of multiple subjects and create a benign interactive atmosphere;Strengthen the support of legal authority and improve the top-level system design;Unleash the vitality of market entities and attract public participation;Optimize the structure of tool use and allocate policy tools in a balanced way.
