Research On The Performance Of Grassroots Governments In The Development Of Digital Agriculture

X county apple cultivation has more than hundred years history,development to today,the bottleneck restricting the development of apple industry gradually highlights,can be summarized as "people""three of" "three low",this article takes X county old orchard transformation as an example,the basic functions of the government in the development of digital agriculture,analyzing performance of the existing problems of the study by digital means cracking problem of X county old orchard development.In this paper,the integrated use of case studies,field survey,interviews,questionnaire method,objective and Outlines the X county in the old orchard play a role in the process of digital transformation,such as,government introduced a series of favorable policies,broaden the sales channels,with good network innovation push orchard market-oriented operation,create high-quality brand power industry development,etc.Based on the current situation of X County,through the analysis of the current government’s performance of duties,it is found that in the process of promoting the digital transformation of old orchards,grassroots governments still pay insufficient attention to the development of digital agriculture,the mismatch of overall strategic planning,the division of government functions,and the lack of in-depth policy publicity and guidance.the imperfect cooperative management system,the low implementation standard of digital agriculture development,the insufficient talent policy incentive,and the imperfect work reward and punishment mechanism.Combined with the existing problems,the author puts forward specific optimization measures to optimize the performance of government functions in the development of digital agriculture,such as:Scientific planning of the development blueprint of digital agriculture,strengthening policy guidance for the development of digital agriculture,optimizing the allocation of administrative resources and cooperation capacity,introducing talents to enrich professional scientific and technological forces,and improving the special performance evaluation and incentive mechanism,etc.,provide direction and model for the implementation of the functions of grassroots governments in the development of digital agriculture.It is of great guiding significance to the problems of non-standard development of digital agriculture,imperfect management mechanism and insufficient resources at the present stage in China.
