| As a unified country with a vast territory and great regional differences,the contradictory tension between the integrated system and effective governance has always shaped the structure and form of national governance.In order to integrate the conflict between the central policy formulation and the local governance situation,the central government gives local officials a broader space for action in the form of ambiguous policies by weakening the deterministic expression of policy objectives,policy tools and policy objects,and encourages local governments to provide localized policy design,strive to accurately respond to differentiated governance needs,and provide strong support for further promoting the modernization of national governance system and governance capacity.As a strategic path to deal with tension,whether the ambiguity policy can be effectively implemented at the local level is not only related to the protection of the vital interests of the policy audience in the jurisdiction,but also to the maintenance of the image and credibility of the local government,and more related to the modernization of the national governance system and governance capacity.Therefore,based on the ambiguity policy,the qualitative comparative analysis method is introduced,and the implementation of the ambiguity policy of the local government is taken as the result variable of the perspective selection process.The mainstream media report,the network public opinion supervision,the sufficient financial resources,the refinement of the policy plan,the central leadership statement and the attention of the incumbent officials are selected as the conditional variables,and the multi-source flow model,the fuzzy-conflict model and the 4I1T policy change theory are combined to construct the analysis framework,which lays a solid foundation for the realization of qualitative to quantitative leap.Based on the calibration rules,the truth table is constructed after the variable assignment of the selected 40 sample cases,and the leap from qualitative to quantitative is completed.The quantitative data are input into fsQCA software,and the single factor necessary condition analysis and conditional variable combination analysis are carried out.The output data are recursively processed to complete the leap from quantitative to qualitative.The three models are the administrative execution model supported by regional resource endowment,the promotion tournament model promoted by the central leadership and the emergency response model dominated by network public opinion supervision.In view of the recursive model,typical cases are selected to analyze,the endogenous logic of local government ’s ambiguous policy choice is deeply explored,and the interaction between influencing factors is clarified.On this basis,the optimization direction is clarified,and the optimization path is proposed for the allocation of financial resources,central government incentives,local government competition and cooperation,and network public opinion governance,including creating a standardized resource allocation chain for the whole process,forming a central-local administrative pattern with easy communication,condensing innovative,coordinated and open competition and cooperation consensus,and jointly building a multi-agent precise public opinion governance system. |
