Study On The Quality Evaluation Of County Governance In Hubei Province Under The Guidance Of High-quality Development

In the report of the 19 th National Congress of the Communist Party of China in 2017,it was pointed out that "China’s economy has shifted from high-speed growth to high-quality development,and is in the critical period of transforming the development mode,optimizing the economic structure,and transforming the growth momentum.The governance idea of"governing counties makes the world safe "and" strong counties make the country strong "has existed since ancient times.As the connecting point between provincial government,municipal government and township government,county government is at the front line of national governance.The difficulty of national governance lies at the grass-roots level,and the focus is on the grass-roots level.The improvement of the quality of county governance is an important part of the modernization of the national governance system and governance capacity,and is one of the important factors to increase people’s happiness.Since the 19 th National Congress of the Communist Party of China put forward the term "high-quality development",the evaluation index system combining county governance and high-quality development is mainly based on the high-quality of county economy,and the overall research on high-quality development of county governance is less.In recent years,great achievements have been made in the development of county governance.However,on the whole,there are still problems such as unbalanced county development and insufficient optimization of industrial structure,which need to be solved.This research takes high-quality development as the guidance,new development concept as the guiding ideology,and Hubei counties as the research object to evaluate the development of county governance quality in Hubei Province,with a view to providing policy recommendations for improving the quality of county governance.First of all,this study defines the connotation of high-quality development,county governance and county governance quality,and combs the new development concept and governance theory.Secondly,this study elaborates the relationship between high-quality development and the quality of county governance.It mainly expounds that "meeting the growing needs of the people for a better life" is the common value concept of high-quality development and county governance.High quality development provides guidance for improving the quality of county governance,and county governance provides institutional guarantee for supporting high-quality development.And then construct the quality evaluation system of county governance in hubei province under the guidance of high-quality development.The system includes 5 first level indicators,16 second level indicators and 30 third level indicators of "county economic governance,county political governance,county cultural governance,county social governance,county ecological civilization governance"and other dimensions.Then,the entropy weight method is used to evaluate and analyze the development of county governance quality in Hubei Province in 2020.The results show that,on the whole,the development of different dimensions in the same region is uneven.County economic governance,county political governance and county cultural governance are the advantages of county governance quality in Hubei Province under the guidance of high-quality development,while county social governance and county ecological civilization governance are the weaknesses.The development of economic,political,cultural,social and ecological civilization varies greatly among different regions.The overall ranking is inclined from eastern and western Hubei to central Hubei,but the ranking of central and eastern Hubei is relatively different from that of western Hubei.Finally,we found and summarized the problems of county governance quality in Hubei Province,and put forward countermeasures and suggestions.
