Research On The Predicament And Optimization Path Of Rural Characteristic Industry Development From The Perspective Of Multiple Governance

The development of rural characteristic industries is conducive to rural revitalization,bringing together various resource elements to the countryside,and promoting the development of the countryside in a better direction.In the "Guiding Opinions of the State Council on Promoting the Revitalization of Rural Industries" issued in 2019,the importance of developing characteristic industries was clarified.The development of rural characteristic industries can promote rural revitalization.Its development requires the leadership of grass-roots party organizations,government organizations,market players,social organizations,and villagers to actively participate in and participate in the development of multiple governance bodies in the development of rural characteristic industries.Therefore,it is necessary to study the perspective of participation of multiple governance subjects in the development of rural characteristic industries.This paper takes L County’s rural characteristic industries as the research object,and from the perspective of multi-governance,analyzes the applicability of multi-governance theory in the development of rural characteristic industries.By describing the development status of rural characteristic industries in L County and analyzing the functions of multiple governance bodies,on this basis,this paper analyzes the dilemma and causes of multiple governance bodies in the development of L County’s rural characteristic industries,and points out that L County There are problems such as the need to improve the leadership of rural grass-roots party organizations,the lack of government main body planning and organization,the unsmooth participation mechanism of enterprise main bodies,the in-depth cooperation of social organizations,the poor autonomy of villagers’ participation,and the loose interest connection mechanism of multiple main bodies.In response to these problems,this article finally starts from the rural grass-roots party organizations to lead the development of the industry and play a central role in leadership;the government organizes the development of the industry to form a guarantee for industrial development;optimizes the participation mechanism of enterprises and activates the vitality of market players;Organize power;clarify the main body status of villagers,mobilize the enthusiasm of active participation;build a multi-subject interaction mechanism,gather multilateral cooperation forces and other aspects to put forward suggestions,and optimize the path of multi-governance main body functions in the development of L County’s rural characteristic industries.
