In 2021,the Ministry of Education and other nine departments issued the"difference" preschool education development promotion action plan ",marks the national preschool education development as one of the important content of difference period planning and construction,the country of preschool education career development of preschool education popularization pueblance development,the public to pueblance preschool education resources full of expectations.As countries vigorously promote the development of pueblance preschool education,the provinces and cities positive response policy,according to the national series of policies and regulations to strengthen preschool education financial investment,expand the pueblance preschool education resources supply,effectively ease the "hard" and"expensive" long-term problems,help more children provide preschool education services,basic implementation of "young education" policy goals.However,"into a good garden hard" and "into a good garden expensive" demands of the people’s livelihood gradually into the public view,with the advent of the new era,the development of China pueblance main contradiction of preschool education career has been transformed into people’s growing demand for high quality preschool education public services and pueblance preschool education public service actual development imbalance,inadequate contradiction,pueblance preschool education development of high quality.Therefore,The study focuses on the implementation of the inclusive preschool education policy in Chengdu,In order to deeply explore the problems existing in the implementation of inclusive preschool education policy in Chengdu and improve the implementation effect of inclusive preschool education policy in Chengdu,Based on the systematic review of the relevant literature at home and abroad,The L district of Chengdu city was selected as the research object,Combined with the policy implementation system model proposed by Horne and Mitt,by analyzing the implementation effect of the inclusive preschool education policy in District L,Summarize the problems and reasons in the implementation of inclusive preschool education policy in L District,Accordingly,the corresponding execution and optimization path is proposed.The improvement of the implementation effect of the inclusive preschool education policy in Chengdu can promote the optimization and improvement of the preschool education system,so as to strengthen the overall quality of the inclusive preschool education services,which is of great significance to the improvement of the national quality and the development of preschool education.This study used the literature research method,questionnaire survey method and interview method.The paper is divided into seven parts:the first chapter is the introduction,The research background,research significance,domestic and foreign literature review,research ideas and research methods are expounded;Chapter 2 is the relevant concepts and theoretical basis,It ing the core concepts of inclusive preschool education,inclusive kindergarten,inclusive preschool education policy,This paper expounds the main points of Horne-Mitt system model and the compatibility with inclusive preschool education;The third chapter describes the policy and implementation background of inclusive preschool education in Chengdu;The fourth chapter summarizes and analyzes the implementation effect of inclusive preschool education policy in L District of Chengdu city;Chapter 5 summarizes the problems existing in the implementation of the inclusive preschool education policy in Area L,And the cause;Chapter 6 puts forward the implementation path to optimize the implementation effect of inclusive preschool education policy in L District of Chengdu.Chapter seven is mainly to simply sort out and summarize the research results of this paper,and put forward the prospect of this research.
