Inclusive preschool education have been vigorously developed in the past decade,and the development of inclusive preschool education has made certain achievements.At the same time,there are also some problems in the implementation of inclusive kindergarten policies at the local level.The country has continued to adjust and improve relevant policies,and the research on inclusive kindergarten policy has also continued to deepen.However,this study found that few people have conducted in-depth research on the current inclusive preschool education policy from the perspective of policy implementation theory;The research on the process of policy implementation focuses more on each independent group,and less on the impact of policy implementation on all stakeholders,and less on the "people" who implement the policy,which obscures the interaction mechanism between individuals and groups in a certain social structure.Therefore,this study selects specific districts and counties,discusses the implementation of inclusive preschool education policy from the perspective of policy implementation theory,constructs a reasonable analysis framework to analyze the causes of distortion,and puts forward corresponding solutions,which have certain practical significance to continue to promote the effective implementation of inclusive preschool education policy in the future.This study selected the implementation of inclusive preschool education policies in L District as the research object.Based on the actor-network theory,through interviews and questionnaires,the implementation of inclusive preschool education policy in District L was investigated from the perspectives of preschool education administrators,kindergarten directors,parents,etc.Through the survey,we found that the inclusive coverage rate in Area L met the policy requirements,however,there are also many distortions in policy implementation.The distortion of the policy implementation is reflected in the refusal to implement the policy content,the minimum policy implementation,and the defective implementation of the policy content.It is mainly due to the internal policy implementation pressure of actors,the external field influence of actors,and the interesting game between actors,the above "blocking mechanisms" have had an important impact on the achievement of "mandatory access points".Therefore,the three actors give up the realization of policy objectives and turn to the realization of a single self-interest,which makes the policy actors unable to reach the "mandatory access point" of idealized translation and move towards a loose implementation network structure,leading to policy distortion.Based on reality,the path to promote the effective implementation of inclusive preschool education in L District was proposed from the three aspects of policy implementation actors,actors and institutional environment according to the distortion and reasons for the implementation of inclusive preschool education policy in L District.
