Education is the foundation of one hundred years plan.In the process of compulsory education in China,middle and primary school students’ burden is too heavy,shortsighted,utilitarian problems become increasingly prominent,and the society reflects strongly.The "double reduction on education" policy aims to effectively reduce the burden of excessive homework and off-campus training for students in compulsory education.The implementation of "double reduction on education" policy can highlight the strategic goal of rejuvenating the country through science and education,help to train scientific and technological talents,so as to fundamentally solve the problem of "leading" and "bottleneck" in Chinese science and technology.Since the promulgation of the "double reduction on education" policy,all parts of the country have made certain achievements,but there are still some shortcomings,and the policy effect has not reached the expected goal.Therefore,this paper aims to explore the problems in the implementation of the"double reduction on education" policy,and analyze the effective implementation of the "double reduction on education" policy countermeasures.First of all,with the Hawen-Mitt model as the analysis framework and relying on the public governance theory and game theory,this paper uses the methods of literature analysis,questionnaire investigation and interview to illustrate the implementation status of the "double reduction on education" policy of our country.Secondly,by distributing and retrieving questionnaires to parents of primary and middle school students in large cities and small and medium-sized cities in D district,interviews were conducted with school teachers and principals of off-campus training institutions.Found in our country "double reduction on education" policy implementation in absence of a single policy target and standard,target and standard evaluation system is not perfect,the target group participation is low,system environment,the difference of education resources,organizational communication,policy enforcement agencies rigid implementation,staff have different standards,the problem such as policy ineffective supervision,hinder our country "double reduction on education" policy execution efficiency greatly.Thirdly,from the perspective of Hawen-Mitt model,this paper puts forward the countermeasures to effectively implement the "double reduction on education" policy.First,refine the policy implementation objectives and standards,and strengthen the response of target groups.Second,ensure resource supply and create a good policy implementation environment.Third,to balance the interests of various parties and achieve cooperative governance by multiple subjects;Fourth,strengthen the construction of policy implementation agencies and personnel;Fifth,we will improve the oversight mechanism for policy implementation.Finally,it is proposed that our country should further implement "double reduction on education" policy effectively,not only to reduce the burden of students’ education,but also to better realize educational fairness and cultivate innovative talents.Domestic scholars pay great attention to the implementation of "double reduction on education" policy for students in compulsory education.In view of the implementation of "double reduction on education" policy in China,many scholars use the Smith process model for analysis.Based on the research perspective of Hawen-Mitt model,this paper supplements the policy supervision factors affecting the efficiency of the "double reduction on education" policy implementation in China,aiming to deeply study the problems in the policy implementation,improve the efficiency of the "double reduction on education" policy implementation,so as to promote the effective completion of the work of education burden reduction in the compulsory education stage in China.In this paper,the balance point between the quality standard and negative over-limit warning of "double reduction on education"policy has not been found,which needs further study.
