"One Shoulder" Model And Optimization Research Of B Town,Weifang,Shandong Province

Village is the basic autonomous organization to ensure the development of rural economy and the operation of social affairs.Since the reform and opening up,China’s governments at all levels have tried too much to stabilize and optimize the rural grass-roots governance structure.In 1998,the rural governance system of our country changed to the coexistence of village party organizations and village committees.In 2002,the Central Committee of the CPC issued a formal document that the model of village committees and village committees should be popularized.This decision also made the rural governance face new opportunities and challenges.The year 2021 will be the year of the election of the two village committees.Compared with more than 20 years ago,the level of economic and social governance in our country has been obviously improved,and the "one shoulder" model has achieved better social governance efficiency in the era of rapid economic and social development.At the same time,under this mode,the insufficiency and the flaw in the rural governance also revealed gradually.Based on the promotion of the "one shoulder" model in the change of village committee,this paper selects the villages under the jurisdiction of B town in Shandong province as the research object.This article,in combination with the first-hand materials of the practical situation and individual cases of the villages under the jurisdiction of B Town that the collaborator grasped in work,adopts the methods of literature research,case analysis and field investigation,mainly analyzes the situation of "one shoulder selection" after the term of office of the village committee and village committee after the term of office,the status quo of the villages,villagers’ self-governance and village governance,etc.This paper considers the positive and negative effects of "carrying out the task" on the construction of cadres’ team,the allocation of state financial resources and the publicity of village,and how to relieve the dilemma of "administrative dispelling of autonomy" to some extent.This paper discusses how to seek the balance between village autonomy and the main body of village autonomy,how to make full use of the dual advantages of administration and autonomy,to achieve the goal of "effective governance",to promote the level of village governance and to optimize the system of village governance.
