The Research On General Election’s Disadvantages And The Countermeasures In The Background Of Villager Autonomy

China is a large agricultural country, the majority of the population is concentrated in rural areas, rural society is a important part of the democracy and the rule of law and socialist civilization process of China. After decades of exploration, the autonomy of villagers in rural areas has made great progress, the villagers committee election system is more and more perfecter, the rural democratic system has been further improved. With the continuous development of economy and society, the progress of democratic politics,under the background of the rapid development of rural and the merge of village and town, the autonomy of villagers has taken on new problems, the general election situation becomes complex, Some problems relate to laws and regulations, institutional and human level issues surfaced, villagers’ autonomy is restricted.The author has two general election experience, have a deep understanding to the problems of the general election. On the basis of study of the villagers committee election happened in H town Benxi,using a variety of methods to study the related basic theory and some typical cases,to probe into the problem such as candidate quality is inferior, economic conditions of poor people is hard to be elected, the village that has complexity situation is hard to elect, Improper canvassing, low participation. The reason is that the low level of democracy and the rule of law, policies and regulations are not perfect, villages’ combine, the candidate to control is not strictand, supervision mechanism is not perfect. For these reasons, the author believes that we should strengthen the guidance of public opinion, perfecting policies and regulations, control of the electoral process strict, Perfecting the supervision mechanism, in order to provide reference for the villagers committee election.
