The four main contents of villager autonomy are democratic oversight, decision making, democratic elections and democratic management. The conduct of democratic elections and the degree to express the people’s will can directly influence the actual result of the villager autonomy development. Recently, we have promulgated a series of laws and regulations to ensure the democratic elections of villagers’. Among them, the article111of the Constitution, which was carried out on December4,1982, lays the highest legal foundation for the development of villager autonomy. The Villager Committee Organization Law, carried out on November24,1987, provides the specific legal basis for the general election of the villager committee. After11years, this law finally was modified at the fifth meeting of the ninth session of the standing committee of the National People’s Congress and was put into implementation in the country.Many regions in our country also issued some local laws and regulations to carry out efficiently the democratic elections of the villagers’ according to local conditions. Thus, the villagers’ democratic elections formally appeared on the stage of our basic democratic elections, and the rural China also got into a period of rapid development and change. However, with the deepening of our democratic politics and village-level elections, election bribery as the by-product also appears, especially the bribery in the general election of countryside becomes more frequently and widely after our country put forward the new rural construction. Election bribery has become a hot topic and common issue in the general election of villager committee. This phenomenon also attracts the widespread attention from the public, scholars and governors. Due to the imperfect legislation and enforcement of law and other sorts of reasons, the dangers of bribery are bigger and bigger. The bribery in election as a kind of defect has prevented the socialist democratic politics in our country from conducting and developing. It not only damages the rural grassroots democracy, but also will affect the rural even the whole society’s stability and development Therefore, the problem of bribery must be solved as soon as possible.The research methods in this article are field investigation and document research. The author personally took part in whole process of the eighth general election from October2011to December2011, organized by the village, and collected related efficient materials by participant observations and structureless interviews. After that, the author takes the eighth general election of village committee in ancient countryside for example to analyze the four characteristics of bribery and its harm to our rural society. Then, the author analyzes the reasons of bribery in village committee general election from the people who bribes, the elector who accepts bribes as well as the laws and regulations and so on. Finally, the author puts forward six feasible countermeasures to manage the bribery problem in the general election of village committee from the aspects of laws and regulations and social governments.
