Study On The Function And Optimization Of Digital Platform In Rural Human Settlement Environment Governance

Improving the rural living environment is an important part of the implementation of the rural revitalization strategy,an important measure to achieve the building of a well-off society in an all-round way,and the basic work of building a "Jiangxi model" of beautiful China.In recent years,Jiangxi Province has massively promoted the construction of new countryside and the improvement of rural living environment.The appearance of villages and infrastructure in the vast rural areas have been significantly improved,and farmers’ sense of well-being has been significantly enhanced.However,the traditional rural living environment settlements can no longer satisfy the actual needs of the current governance.Combined with the background of the era of big data,it is inevitable to explore the digital and information path of rural living environment settlements.This paper conducts a large number of empirical investigations on the digital platform of“Wancun mashang tong” in Wuning County with the innovative practice of "Wancun mashang tong" as an example to carry out research and the literature research method and questionnaire survey method.This paper puts forward a new thinking path for the optimization of the platform in rural human settlement environment improvement on the analysis of the problems and causes of digital platform in the governance process with the help of holistic governance theory and technical governance theory.Firstly,the paper has defined the concepts of digitalization,rural human settlement environment governance,holistic governance theory and technical governance theory.Secondly,this paper explains the overall construction of the digital platform of "Wancun mashangtong" and the functions and effects of the platform.This paper puts forwards some problems in governance,technology,governance structure and the fragmentation of governance mechanism with the analysis of the holistic governance theory and technical governance theory.Finally,this paper has proposed four optimized solutions to the corresponding problems: such as concept integration is to establish the holistic governance concept,technology integration is to strengthen the overall "network unified management",structural integration is to effectively connect online and offline and mechanism integration is to improve environmental governance mechanisms.The four optimized ways are also to further explore how to use digital empowerment to improve the rural living environment in the era of big data and 5G.
