Study On The Multi-governance Of Urban Communities Under The Guidance Of Party Building

Community is the basic place for residents to live and the terminal unit of urban governance system.Shangcheng District of Hangzhou is an old downtown area,and the situation of the district is complex.Because the old residential area is densely populated,with old facilities and equipment,incomplete supporting and other congenital problems,the community quasi property management is faced with "three difficulties" of management,service and autonomy;the resettlement residential area has the problems of imperfect autonomous organization,comprehensive management and owners’ low awareness of autonomy;the neighborhood relationship is indifferent in high-end commercial residential area,and it is difficult for the community to communicate with each other,especially in the residential area fire safety and other key and difficult issues of the community,long-term lack of community guidance and professional intervention,are prone to security risks.In addition,the problems such as the inaction or disorderly behavior of the owners committees,the members of the owners committee seeking personal interests,the opposition between the owners committee and the property company,and the inaction or disorderly behavior of the property company also exist in Shangcheng District for a long time.In the face of these property management problems,Shangcheng District uses "Party Construction+" to lead and optimize community property management,and explores a new way in practice.Although this practice in Shangcheng District has achieved great results,there are still many problems,such as insufficient leading ability of grass-roots party organizations,disconnection between Party construction and specific business work,unbalanced distribution of Party construction resources in various departments,lack of initiative and vitality,and so on.Behind these surface problems are the deep-seated reasons in terms of rules and regulations,organization construction,governance means and guarantee mechanism.If we want to solve these problems in our future work,we must further improve and implement relevant rules and regulations,continuously improve the degree of organization of the community,promote the extension of the "tips" of Party construction to the community,courtyards and buildings,further improve the leadership,management and service methods of Party Organizations,and build and improve the existing linkage mechanism,Improve the refinement level of community governance and increase the financial support.Whether the experience we gained or the problems shown in the practice of community property collaborative governance led by the party construction in Shangcheng District,it has great reference significance for the governance of urban residential areas in other parts of China.This practical vision of Shangcheng District will also promote the development of community property management in China.
