A Case Study Of Party Building Guidance To Promote Rural Collaborative Governance In Bazhou District,Bazhong City

Rural governance has always been the focus in the field of national governance,which directly affects the overall modernization process of national governance capacity and the people’s sense of gain,happiness and security.The Fourth Plenary Session of the 19 th CPC Central Committee proposed to promote the modernization of the national governance system and governance capacity,and to realize the effective rural social governance is one of the important parts.Since the formulation and implementation of the "Guidance on Strengthening and Improving Rural Governance",various departments around the country have firmly established the new development concept,reformed the rural governance system,taken the road of good rural governance,and effectively and orderly completed the key work of rural governance.However,there are still problems such as unclear rights and responsibilities of local governance subjects,outdated governance concepts,and inconspicuous governance effects.Therefore,it is of great practical significance to deeply study how to improve the rural governance system,promote diversified governance,and reform the governance concepts,so as to improve the governance efficiency and enhance the governance effect,meet the people’s aspiration for a better life and promote new achievements in China’s rural revitalization.Recent years,Bazhou District in Bazhong City has made positive attempts and explorations in the practice of party building leading to promote rural collaborative governance,and had period achievements.In March 2020,Bazhou District was recognized as the Advanced District of Rural Reform in Sichuan Province,opening up a new situation of promoting rural collaborative governance under the guidance by Party building.Taking the Party building of Bazhou District in Bazhong City leading the promotion of rural collaborative governance as an example,this paper first summarizes the development history and current status of rural governance in China,and analyzes the existing problems in current rural governance.Secondly,the main methods of promoting rural cooperative governance led by Party building in Bazhou District of Bazhong City are sorted out,and the results obtained are summarized.Thirdly,an analytical framework is established based on the theory of collaborative governance and the specific practices of cases are deeply analyzed from five dimensions of core leadership,multi-dimensional cognition,multi-party linkage,resource integration,and internal and external environment.Finally,the enlightenment of Bazhou District Party construction leading to promote rural collaborative governance is obtained.I.The coordinated and interconnected governance system is a solid foundation for successful rural governance;II.A diversified governance structure is an effective means for successful rural governance.III.The scientific and effective coordination and linkage mechanism is an important guarantee for the success of rural governance.In this paper,the Party building guidance to promote rural collaborative governance in Bazhou District of Bazhong City is somewhat typical and representative.From the perspective of public management,with the help of collaborative governance theory as analysis tool,to study the decisive factors of the Party building guidance to promote rural collaborative governance in Bazhou District of Bazhong City,and try hard to find the experience and method of improving rural governance.We will actively promote the transformation of rural governance from single governance to diversified collaborative governance,and build a long-term mechanism of Party building leading and promoting rural cooperative governance.So as to provide referential experience and method for other districts,counties and villages.
