Research On Collaborative Governance Measures For Electric Bicycles In P District Of S City

With the improvement of battery technology,the rapid development of the express logistics industry and other factors,electric bicycles have won the favor of the masses due to their moderate use and maintenance costs,long travel distance,convenient parking and many other conveniences,especially for many areas with underdeveloped transport infrastructure,which has better solved the problem of short distance travel of citizens.With the rapid increase in the number of electric bicycles in recent years,the problems of road traffic safety and fire safety brought by electric bicycles have become increasingly prominent,bringing many difficulties to the daily management work of the government.The governance subjects of electric bicycles involve various aspects such as the government,enterprises,social organizations,and the public.How can each subject play the role well,reduce the conflicts between electric bicycles and pedestrians and motor vehicles,and create a safe and orderly urban living environment? This is of great practical significance for testing a city’s modern governance ability and level,and improving citizens’ sense of safety and happiness.Based on the theory of collaborative governance,this paper adopts research methods such as field visits and questionnaires,and takes the main manufacturing region P of S,a domestic megacity with a large population density and a leading number of e-bike ownership,as the research sample,to analyze the prominent traffic accidents on e-bike roads,its lagging construction of transport infrastructure,the lack of participation channels for enterprises and the low enthusiasm of the masses in this area.In order to identify the deep-rooted reasons for the poor collaboration between the government,enterprises,social organizations,and the public,which are the main governance entities of electric bicycles,such as excessive decentralization and cross functional government departments,insufficient fault-tolerant mechanisms,inadequate data sharing,asymmetric rights,status,resources,and information between government and enterprises,and the existence of a mentality of luck among the public.In response to the causes of the problems,by drawing on the management experience of advanced cities in China,countermeasures and suggestions are proposed to enhance the collaborative governance of electric bicycles,such as strengthening the collaborative governance of government regulatory departments,fully leveraging the collaborative role of enterprises,social organizations,and property management companies,cultivating a strong environmental atmosphere for the participation of all the people in the collaborative governance of electric bicycles,and improving the guarantee system for recycling waste batteries and purchasing insurance for electric bicycles.With the continuous improvement of attitudes towards electric bicycles by governments at all levels in recent years,electric bicycles are no longer a "road hazard" in the past,but have become an important element to supplement urban transportation.The research on electric bicycles will not decrease,but will have a higher popularity.It is believed that future research on electric bicycles will be more refined,humanized,and intelligent.Electric bicycles will gradually be ushered in normalized,orderly,and standardized management.
