Research On Improving The Ability Of Grassroots Party Building To Lead Community Governance

The report of the Party’s 20 th National Congress pointed out that "We should improve the social governance system featuring joint contribution,joint governance and shared benefits,enhance the effectiveness of social governance,provide refined services,improve the system of urban and rural community governance,and promptly resolve conflicts and disputes at the grassroots level and in the bud." This discussion provides a theoretical basis for community-level party building to lead community governance and create a new governance model of co-governance,co-construction and sharing.In today’s increasingly developed society,the contradictions between property,residents and neighborhood committees are prominent,and the traditional community governance model can no longer meet people’s growing needs for a better life.In order to solve this problem,Shijiazhuang City aims at "the quality of life of residents in old communities is getting worse and worse,the contradictions are increasing,and the difficulty of community governance is increasing year by year.The problem of gradual decline in residents’ satisfaction and happiness is put forward,which puts forward a new path of building "red property" in community governance led by grassroots Party construction,and puts "serving the people and solving problems" in a crucial position.By embedding the Party organization into the property enterprise and enriching the Party’s power into the property enterprise,"Red Property" gives full play to the leading role of the Party organization.Relying on the service platform of the new era,it changes the management mode of the enterprise property in the past,endowing it with the new characteristics of party construction guidance,property service and residents’ participation,and creates a new mode of "Red Property" to promote the grassroots community governance.Promote the improvement of economic benefits and social responsibilities of property enterprises,further optimize the management mode of property enterprises,and improve the quality and level of service.The implementation of "Red Property" puts forward requirements for the leading role of Party organizations in grassroots community governance,and also provides guidelines for the development direction of property enterprises in the new era.As the key subject of community governance,property enterprises should play an important role in the grassroots construction of the Party,fulfill social responsibilities,and become an effective carrier of community governance.The government should also encourage and support property enterprises on the basis of respecting market rules,and guide them to provide more professional services for community residents.By studying the current situation of the implementation of "Red Property" in Shijiazhuang City and the problems encountered in the specific implementation process,this paper profoundly analyzes the causes of the problems from the aspects of the role of Party organizations,the effective integration of various resources,the establishment and improvement of the system mechanism,and combines the theory of collaborative governance and the theory of public value management.To refine effective measures and suggestions for the sustainable and healthy development of community governance led by grassroots Party building in the new era.
