Research On The Influence Of "One Shoulder" Model On The Efficiency Of Rural Grassroots Governance

Since the 19th National Congress of the Communist Party of China,in order to solve the "issues relating to agriculture,rural areas and farmers",China’s vast rural areas have vigorously implemented the rural revitalization strategy based on the five major principles of "industrial prosperity,ecological livability,rural civilization,effective governance,and affluent living".Effective governance is an important guarantee for achieving strategic goals.In order to strengthen the construction of grassroots governance system and achieve effective improvement of rural governance efficiency,the "one shoulder pick" model has emerged.At present,the "one shoulder pick" model has been widely practiced,and further exploration and research are needed on the changes and issues in the effectiveness of rural grassroots governance under the "one shoulder pick" model.Firstly,this thesis analyzes the practical background of the "one shoulder pick" model under the demand for improving the efficiency of rural governance,and summarizes the achievements and shortcomings of domestic and foreign research from the aspects of the impact,existing problems,and optimization methods of the "one shoulder pick" model on rural grassroots governance.At the same time,it elaborates on the core concepts and overall governance theory,grassroots governance theory,and power balance theory,laying a theoretical foundation for this thesis’ s research.Secondly,this article takes rural areas in S County,Shandong Province as the research object,and uses research methods such as questionnaire survey and interview to analyze the effectiveness of rural grassroots governance in the practical operation of the "one shoulder pick" model in S County.Measure the capacity of rural grassroots governance entities from the perspectives of "overall team construction","degree of unity between village","The degree of unity between the two village committees" and " efficiency of work ".Measure the effectiveness of rural grassroots governance through indicators such as " economic construction "," cultural construction "," ecological construction ",and " industrial construction ",Finally,it is concluded that the "one shoulder pick" model has a significant promoting effect on the improvement of rural governance efficiency.Finally,due to the constraints of subjective and objective factors in specific practice,practical problems such as insufficient public participation,shortage of rural talents,excessive overlap of duties and responsibilities,and hidden dangers of power concentration were summarized.Based on theoretical achievements and practical experience,countermeasures and suggestions were proposed to enhance the effectiveness of rural governance through the "one shoulder pick" model.
