For a long time,compulsory education schools,especially primary schools,have been letting students go at “3:30”,but this has brought the problem of “Picking up the children”,in particular,many families have children after school transport difficulties,no one to take care of the problem.In February 2017,the guiding opinions of the General Office of the Ministry of Education on providing after-school services for primary and secondary school students were issued,as the first official document on the subject of after-school service at the national level,the main role of primary and secondary schools has been clearly defined.As early as 2010,Shanghai began to pilot after-school services,and the 2021 began to provide full coverage to promote afterschool services in primary schools.Compared with developed countries,China’s primary and secondary after-school services and related research started late.Shanghai full coverage of the initial promotion of primary after-school services policy research is very important,especially,it is necessary to investigate and study the current situation of the implementation of primary and secondary schools and put forward the improvement strategies.This paper selects H district of Shanghai as the research object,obtains the related basic information through the questionnaire survey,the depth interview,and obtains the related complaint data material.Firstly,this paper searches and studies the domestic and foreign research results related to policy implementation and afterschool service policy,and then defines the concepts of after-school service and public policy implementation Then it analyzes the present situation of Shanghai’s afterschool service policy and the implementation of H District,and then analyzes the problems and causes in the implementation of H district’s after-school service policy Finally,the paper puts forward the countermeasures to improve the implementation of after-school service policy in Shanghai Primary Schools.The study found that the implementation of after-school service policy in Shanghai Primary Schools,the main problems are as follows: the coverage target can not be reached completely,the process of application and examination is not standardized,the content of after-school service is arranged simply,the target group and the grass-roots executive personnel do not understand the policy target well,and the teachers are not actively involved.Analysis of the causes of the problem,there is a lack of effective link with the existing policies,a lack of scientific supervision and evaluation mechanism of the existing policies,a difference in the allocation of resources in the schools providing services,a lack of guarantee and incentive for the implementers at the grass-roots level,a difficulty in meeting the diverse demands of the target groups,and a lack of institutional norms and effective guidance for the participation of resources outside schools.Accordingly,this article from consummates the ideal policy system,optimizes the government executive organization personnel composition structure,refines the school after-school service implementation flow,strengthens the social strength to participate in after-school service dynamics:enlarges the propaganda to introduce the diverse social resources,unblocked the channel to form the off-school resources information bank;Perfect the after-school service supervision and evaluation mechanism: standardized after-school service evaluation system and evaluation standards,the main body of diversified supervision and evaluation. |
