| With the official implementation of the "double reduction" policy,improving the quality of after-school services has been listed as one of the main contents of the implementation of the "double reduction" policy.As the most popular welfare,after-school services can improve the quality of education services,solve the problem of parents picking up their children,is also a way to ease the academic burden of students,reduce the pressure of students to participate in out-of-school tutoring,to meet the needs of students’ individual development to the maximum extent possible,is to achieve the "five education and raise",to promote the overall development of students,healthy growth It is an important way to achieve "five education" and promote students’ overall development and healthy growth.In order to implement the core task of "double reduction",the policy document of after-school service in S province has been implemented,and arrangements have been made for how to carry out after-school service.This paper selects some elementary school,teachers and parents of students in R city D as the main objects of the study.In the process of the study,we collect and organize relevant information through literature review,and obtain relevant data through questionnaires,field visits and interviews with parents and teachers as well as the main person in charge of after-school services.The Smith model was used to analyze the causes of the problems and to propose practical countermeasures and suggestions.Through literature review and analysis of related materials,the current policies and contents of after-school services in R city D were sorted out,and a self-administered questionnaire was used to survey the parents of students,and interviews were conducted with the main persons in charge of after-school services and teachers involved in after-school services.According to the Smith model,the problems in the implementation of after-school service policy in primary and secondary schools in R city D were analyzed in four aspects: policy content,policy implementation subject,policy implementation object and policy implementation environment,and it was found that there were mainly insufficient specificity in the policy content of each school,unclear legal definition of safety responsibility and assessment mechanism,limited capacity of schools to undertake public welfare after-school service,lack of school funding and teachers,etc.,students There are big differences in family culture,family education is dominated by "outsiders",the community has a one-sided understanding of after-school services,and the allocation of educational resources is unbalanced.Through the analysis of the problems summarized in the analysis,and based on the advanced experience of other places,from several perspectives,such as elaborating the content of the after-school service policy,guiding the main body of the implementation of the policy to play the role of the main position of after-school service,strengthening the awareness of responsibility of the policy implementation target,i.e.,the parents of students themselves,and optimizing the policy implementation environment,corresponding solutions are given to the existing problems.The measures and suggestions are given to address the problems. |
