Research On The Implementation Of After-School Service Policy In S District Primary Schools In Hohhot From The Perspective Of Smith Model

Abstract/Summary:
With the "double reduction" policy on the ground,primary school students are early,parents are late,so there is a problem that parents can not pick up students after school on time,resulting in no guarantee of safety,after-school homework,extracurricular activities are not guaranteed,which has become a common family and social problems.The government has begun implementing services to address this problem,issuing the Guidance of the General Office of the Ministry of Education(hereinafter referred to as "the Guidance"),which stipulates the main channels of after-school services,the principles of after-school services,the contents of after-school services,the safety and security of after-school services and the sources of funding for after-school services,so as to give full play to schools’ own advantages and develop after-school services in primary schools.However,due to the shortcomings in the design of the system and the existence of the policy itself,there have been many unsatisfactory aspects in the process of implementation.This paper analyzes the effectiveness of policies from the perspective of policy implementation in order to provide some ideas for future practice.Studies related to policy implementation show that the realization of policy intentions depends on the effective implementation of policies.Based on the example of S-district in Hohhot,this paper investigates some primary school leaders,teachers and parents by means of literature review,questionnaire survey,etc.,collects relevant information and data,to summarize the main problems in implementing the after-school service policy in S-district.,and analyzes the problems and causes under Smith’s model,then puts forward countermeasures and suggestions.The thesis consists of six parts,The first part is the introduction,which mainly introduces the research background,research significance,research summary,research content and methods of after-school services at home and abroad.The second part is The concept and theoretical basis of after-school service.These include after-school services,basic concepts of public policy,and the concept and applicability of Smith’s process model theory.The third part is based on the Smith policy implementation model of Hohhot S District elementary school after-school service policy implementation status.By searching literature and collecting relevant literature issued by the Education Department of Inner Mongolia Autonomous Region,Hohhot City and S District,this paper adopts questionnaire survey to investigate parents of different grades in several primary schools in S District and interviews school leaders and front-line teachers.The methods and contents of after-school service policy implementation in S District of Hohhot from2017 to now are reviewed.The fourth part is about the implementation of the elementary school after-school service policy in S District of Hohhot City.It summarizes and analyzes the current problems of the elementary school after-school service by using the four main variables of Smith model--idealized policy,implementing agency,target group and environmental factors.The fifth part is about the causes of the problems in the implementation of after-school services in S District of Hohhot.The Smith model is used to summarize the existing problems and analyze and summarize them from the four aspects of idealized policies,implementation subjects,implementation goals and environmental factors.It is found that the current problems are caused by the unsound service mechanism and the difficulty in implementation due to regional differences.The attitude of schools and teachers towards after-school service is not very positive.Students and parents do not understand this policy,such as the economic level,concept and staffing.The fifth part is about the recommendations to address existing problems.We will improve the service mechanism,take corresponding measures in the light of local conditions,strengthen the sense of responsibility of the implementing subjects,guide parents and students to understand after-school services correctly and charge reasonable fees,increase the amount of money invested in after-school services,integrate them into social forces and publicize them rationally.
