| People generally bear a greater working pressure in the modern society with a rapid pace of life.In order to maintain the normal expenses of the family and create a relatively advantageous living environment, most of the young parents must struggle onwards with great burden and devote more energy and time into work, which directly results in their lack of time to care for and educate their children. Therefore, who will care for the primary school students after school has become a social issue under hot debate. In order to solve this problem and provide a safe and good learning environment for the primary and middle school students, the “Guidelines on Afterschool Services for Primary and Middle Schools” was issued and implemented in China, expressly stipulating that it is necessary to speed up promoting the on-campus trusteeship education and improve the quality of trusteeship service, thus eliminating the worries of two-job families about the education and management of their children after school.Besides, multiple other aspects such as after-school service subject and safety guarantee have been described in detail.Local governments in various regions are also actively responding to the call of national policies to explore a more effective and feasible on-campus trusteeship service mode in combination with the local educational status. As far as the current situation is concerned, the after-school service work for primary and middle schools in China is still at the pilot operation stage and it lacks of a mature experience mode.In view of this, there is a necessity to carry out a survey and study on the implementation status of on-campus trusteeship services for primary school students, perform an in-depth analysis on various problems facing primary schools in addressing the care and management issue of students after school, and meanwhile generalize and summarize relevant experience and lessons so as to provide a powerful guidance for the trusteeship services work of schools in a better manner. In this thesis, three primary schools are selected randomly from H city as the research object and questionnaire survey is conducted on a total of 650 parents and 90 teachers. At the same time,a face-to-face communication interview is also carried out on various relevant objects such as students and persons in charge of trusteeship services in order to get an all-around and in-depth understanding of the attitude and opinion of different groups towards the trusteeship services and the specific implementation status of on-campus trusteeship work at the present stage, etc.Furthermore, targeted improvement suggestions are put forward through prior survey and exploration as well as analysis on various problems existing in the trusteeship services for primary school students in H city.Survey results show that the on-campus trusteeship services have effectively solved the child pick-up and drop-off problem for parents, but there still exist lots of deficiencies in the specific implementation process due to lack of experience, such as the trusteeship subject’s unclear positioning towards and poor understanding of the trusteeship services;lack of trusteeship expenditure and investment from schools;weak trusteeship teacher resources and lack of professional teachers;absence of trusteeship services management mechanism, and imperfect concrete implementation process, etc.Aiming at the above-mentioned problems, this thesis, with cooperative governance and other classic theories as guidance, brings forward the specific optimization suggestions from multiple aspects, including improving the trusteeship subject’s ideological cognition of trusteeship services, strengthening the construction of teaching staff, highly integrating the resources on and off campus, perfecting the supporting management mechanism and intensifying the guarantee for trusteeship funds, hoping to practically solve the pain points and difficulties of on-campus trusteeship services, improve the service quality and fully satisfy the actual demand of parents and students. |
